Our team solves tough, meaningful problems that create a safer, more secure world. We are seeking an onsite Program Quality/Mission Assurance Lead (PQL) to serve within Naval Power (NP). As the primary quality interface and lead for the product Integrated Product Team (IPT), you'll ensure the program meets all Quality & Mission Assurance requirements. This includes coordinating with functional Integrated Product Teams (IPTs), managing a matrix quality mission assurance function, and overseeing scope of work through all integrated product development phases, from design to production and sustainment. You'll develop and monitor quality metrics to drive proactive continuous improvement initiatives, right size the quality requirement based on customer requirement, and working closely with integrated teams to enforce process rigor. In the program quality role, you will support contract start-up activities, production, sell-off, and close out of contract. Being the most senior Quality personnel on site, you'll be expected to mentor/supervise local quality engineer, be a self-starter, and to reach back to Portsmouth RI for any escalation/assistance. The ideal candidate will have a dynamic mindset and the ability to influence peers and offer results to complex challenges that arise during the planning and implementation phases of development and production. The candidate will collaborate closely with all cross-functional teams including systems, electrical, mechanical, operations, supply chain, and systems integration and test to guarantee that mission goals and contractual requirements have been met. The successful candidate of Quality and Mission Assurance (QMA) Professionals will help safeguard the effective integration and implementation of RTX processes and procedures within the constraints of Raytheon Command Media. This is an on-site position located in Poulsbo, Washington. What You will Do: * Engage on both strategic and tactical levels, focusing on quality, cost and schedule performance, early engagement, influencing and providing differentiating quality value to program teams and customers. * Be the Quality POC for all programs being executed at the Poulsbo, WA site, interfacing across programs, key suppliers and customers supporting technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements. * Lead preparation for site audit requirements. * Lead integration and implementation of cross-functional teams to ensure alignment to quality and customer requirements per the program quality plan. * Serve as a program quality liaison across customer organizations (Defense Contract Management Agency (DCMA), United States Government (USG), and foreign customer, as well as relevant factories and engineering labs as first responder for quality issues and concerns related to development and production products. * Collaborate with cross-functional teams and partner with program leadership teams to define and implement quality improvement strategies. * Support supplier quality and supplier engineering efforts to help ensure compliance with the supplier quality plan. * Develop partnerships with senior managers, IPTs, customers, and quality functions of the program team to define steps necessary to implement proactive quality strategies that shape Raytheon's ability to become the provider of choice. * Generation of new CORE (Customer Oriented Result and Excellence), CoPQ (Cost of Poor Quality) projects to reduce costs/increase efficiency across supported programs. * Monitor / lead root cause corrective action (RCCA) and FRACAS activities for systemic issues and to ensure extensive RCCA. * Support issue resolutions and solutions to production. * Support implementation of Advanced Product Quality Planning in accordance with AS9145, as applicable. Qualifications You Must Have: * Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of eight (8) years of relevant prior experience. * Working experience with ISO 9001 and/or AS9100 Quality Management Systems. * Working experience guiding teams in failure analysis, root cause analysis, corrective and preventative action. * Working experience in providing technical program support for manufacturing and/or design processes. * Experience in Quality functions and leading in a matrix organization. * Experience overseeing/preparing for AS9100/ISO audits * The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. Qualifications We Prefer: * Working experience using resources such as 5S, Root Cause, Process Mapping, Lean Six Sigma (6Sigma). * Six Sigma, Lean, and / or American Society for Quality (ASQ) certifications * Experience translating system and contractual requirements to ensure full compliance is flowed down through product, assembly, and test documentation. * Experience with Advanced Product Quality Planning (APQP)/AS9145 and utilizing resources such as Production Part Approval Process (PPAP), Key Characteristics, DFMEA, PFMEA and/or Control Plans. * Experience achieving goals and striving for continuous improvement. * Experience Reviewing Statement of Work (SOW), Supplier Corrective Action Requests (SCAR), Knowledge of Purchase Order Quality Requirements (Q-Notes, STAMP). * Experience interfacing directly with customers * Experience presenting, reviewing and/or approving changes through a formal Change Control Board (CCB). * Experience in risk mitigation and opportunity management. * Experience translating system and contractual requirements to ensure full compliance is flowed down through product, assembly, and test documentation. * Experience working with customers, suppliers, and in a team environment. * Experience facilitating cross-functional teams in systematic improvement activities (e.g. 6-sigma, lean manufacturing). * Experience with Process Re-invention Integrating Systems for Manufacturing (PRISM) or SAP. * Experience in First Article Inspections per AS9102. The salary range provided is a good faith estimate representative of all experience levels.
