Position Summary
This position reports to the director of the Bureau of Refugee Programs (BRP) and is a part of the BRP leadership team consisting of the director, deputy director, and two section managers.
This position serves as the principal policy advisor leading the planning, development, and implementation of the statewide Refugee and Immigrant Integration Priorities Strategic Plan. This position provides key outreach, engagement, and leadership to carry out and support the Governor's Office and the DCF Secretary's refugee/immigrant integration policy goals.

Salary Information
The starting salary is between $26.87 and $43.00 per hour ($55,889 and $89,440 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
The pay schedule/range is 81-03. A one-year probationary period may be required.
Job Details
Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.
Qualifications
Minimally qualified applicants will have:
* Experience researching, analyzing and/or summarizing laws, rules, and regulations and working with program/policy analysis, design, and planning.
* Experience coordinating programs and/or projects (organizing and leading workgroups, developing and implementing programs, developing timetables and/or workplans, monitoring programs for progress, etc.).
* Experience organizing stakeholder engagement and/or meeting facilitation.
Well-qualified applicants will have:
* Experience leading teams through change management, process improvement, and continuous improvement efforts.
* Experience working with programs assisting families with low-income or other programs affecting children and families. (Refugee Programs, Child Welfare, Wisconsin Shares, Child Support, FoodShare, Medicaid, housing and energy assistance, etc.).
* Experience working collaboratively with state and/or federal human service agencies, county and tribal agencies, and community partner.
