Summary of Program Manager Role
The Program Manager will lead efforts to support the development, sustainment, and assessment of stockpile quantities in coordination with the Department of Defense (DoD) and the National Nuclear Security Administration (NNSA). They will play a critical role in driving stockpile life-cycle planning, ensuring national defense requirements are met, and aligning resources, infrastructure, and strategic materials.
Location of position
Federal buildings that include, but are not limited to, the following locations: Washington D.C., Albuquerque, NM, and Germantown, MD.
Essential Functions: Program Manager
• Program Management: Oversee technical or operational work, including defining program scope, schedules, budgets, priorities, and performance milestones. Manage cost, scope, and schedule baselines while ensuring alignment with program objectives.
• Strategic Planning: Develop and track work packages, manage budget allocations, and prepare financial reports. Support submissions like the Future Years Nuclear Security Program (FYNSP) and Baseline Change Proposals (BCPs). Including:
o Collaborate with NNSA DP staff to produce and deliver the Production & Planning Directive (P&PD).
o Develop and present current, historical, and future stockpile quantities, dismantlement, materials, and yields.
o Facilitate NNSA participation in creating pivotal documents such as the Nuclear Weapon Stockpile Memorandum, Nuclear Weapons Stockpile Plan (NWSM/NWSP), and Requirements and Planning Directive (RPD).
• Collaboration: Work closely with technical teams, Production Agencies (PAs), and interagency partners to ensure program goals are met. Represent the program in Integrated Schedule Meetings and provide updates to stakeholders. Ensure the contractor team integrates well with all levels of customer including, but not limited to, key support departments.
• Stockpile Assessments and Methodologies: Lead independent stockpile life-cycle studies and assessment meetings. Create methodologies for evaluating and assessing stockpile sustainment needs and infrastructure requirements. Prepare and review documents related to NNSA’s production capabilities.
• Schedule and Report Development: Develop and update the Stockpile Life Extension Planning schedule, including stockpile brief status. Prepare draft portions of the Stockpile Strategic Management Plan (SSMP) and perform technical reviews. Support reports such as the Joint Surety Report (JSR) and Report on Stockpile Assessments (ROSA).
• Technical Expertise and Communication: Track and analyze requirements for strategic materials and production capabilities. Coordinate stockpile operations planning and evaluations to address national defense requirements. Serve as a technical advisor for weapon-related activities, ensuring dissemination of critical knowledge to stakeholders.
• Integration and Collaboration: Integrate Stockpile Sustainment business processes and organizational strategies to support mission objectives. Support NNSA DP participation in DoD studies for follow-on weapons and provide recommendations on strategic material needs and infrastructure planning.
• Leveraging Site Experience and Program Management Expertise: Participate in site reviews and Product Realization Teams to deliver strategic insights and guidance. Offer guidance and perspectives on site procedures to federal programmatic staff. Conduct analysis and develop recommendations, including technical and programmatic data presented via spreadsheets, white papers, and presentations. Ensure all deliverables are 100% complete, thorough, and meet industry standards for technical accuracy, efficiency, and effectiveness.

• U.S. Citizenship required
• Active DOE/NNSA "Q" Clearance or a DoD Top Secret Clearance that can be granted reciprocity to a DOE/NNSA "Q"
• Must participate in a federal background investigation
• Bachelor’s degree in a related field, advanced degree and PMP preferred
• 15 years handling large teams and projects. Federal government team management experience preferred
• Expertise in federal procurement regulations, including FAR and DFARS
• Strong analytical and research abilities to support compliance and strategic decision-making
• Exceptional communication and interpersonal skills to collaborate across teams and stakeholders
• Detail-oriented mindset with strong record-keeping skills
• Proficiency in Microsoft Office Suite and experience with government systems
• Ability to work independently while thriving in a team-driven environment
The ideal candidate will be comfortable outlining and planning all aspects of work related to a given project such as budget, timelines and teams. They will have strong communication skills that enable them to effectively communicate with all relevant teams. This individual should be able to foresee any problems related to the completion of a project and act in a timely manner to mitigate any issues.
