New Leadership Opportunity

The Michael G. DeGroote School of Medicine is seeking a Program Manager, Undergraduate Medical Education (UGME) who will be responsible for the effective and efficient management of the Undergraduate Medical Education program over three campuses including Hamilton, Niagara Regional Campus (NRC) and Waterloo Regional Campus (WRC). The Program Manager, UGME is accountable to the Executive Director, Education Services and Associate Dean, Undergraduate Medical Education.


Core Accountabilities:

In a collaborative team environment, which embraces the values of integrity, teamwork, and inclusivity, the Program Manager, UGME will serve as a leader and is accountable for the following:


  • Provides effective leadership and efficient management of a large complex medical education program including supervision of staff and oversight of all new student recruiting, admission and the administration of in-course curricular processes for both on and off-campus programs across three campuses
  • Manages the UGME program budget including salary and operating funds in excess of 10 million dollars. Develops, recommends and implements the annual UGME operating budget, providing ongoing cost analysis of budget items and forecasting to ensure appropriate spending and cost savings.
  • Effectively oversee the hiring, supervision and professional development of staff directly associated with the UGME program at the Hamilton and regional campuses (approximately 4 TMG and 40 unionized employees). Provides direct supervision of 4 managers and 12 administrative staff.
  • Works closely in an advisory capacity with the Associate Dean, UGME, the Regional Assistant Deans, and senior management to advance Faculty of Health Science (FHS) and University strategic goals and objectives. Prepare background materials, documentation and reports; make recommendations; identify and advance issues for discussion that are relevant to the effective management and governance of the program as needed.
  • Ensures compliance with human resource policies and procedures; evaluates needs, recommends reallocation of resources and training; ensures internal equity for remuneration of staff; and advises staff and faculty on human resource and labour law matters and provides leadership in organizational development through succession planning and training of staff. Promotes workplace health and safety for all employees.
  • Participates in strategic planning and the development of the overall goals and objectives of UGME and develops subsequent policies and procedures.
  • Maintains a strong working relationship with the Executive Director, Education Services,
  • Regional Program Administrators and senior leadership to ensure a strong evolution of services and knowledge within the UGME program. Maintain strong working relationships within FHS and amongst managers and senior leaders with Education Services, working closely with the Executive Director, Educational Services to ensure FHS strategic plan, policy and practices are implemented throughout the UGME.
  • Oversees the management and administrative activities at the regional campuses, these activities include but are not limited to, the educational program, student support, fiscal and human resource activities. The Program Manager will ensure consistency of services, policies and procedures across the three campuses.
  • Provides high-level oversight of the Regional Campus budgets (in excess of 2 million dollars) through supervision of the Regional Campus Managers. Review and assist Regional Managers in setting campus fiscal priorities, develop and maintain campus-based budgets, and support required reporting, reconciliation, and adjustments as needed.
  • Oversees the provision of effective Student Affairs career and wellness counseling and educational support for the academic program that meets legal and accreditation requirements.
  • Serve as a member of the Student Progress Committee and Accommodations Review Committee, assisting faculty leadership in decision making regarding student status and ensuring compliance with institutional and legal requirements.
  • Provide high-level leadership and support for complex student issues associated with student recruitment, admission, counselling, advising, registering and the reviewing of students in the UGME program. Ensures compliance with program accreditation standards, health professional licensing regulations, public hospitals act and institutional legislative requirements.
  • Ensures students are supported across all three campuses and learning sites via UGME student support services, and university student support services. Maintains up to date knowledge of policies within the program, faculty and the university relating to student support and advancement.
  • Engages in professional organizations on behalf of the UGME program and liaise with internal and external stakeholder groups including the Association of Faculties of Medicine Canada (AFMC), the Council of Ontario Faculties of Medicine (COFM), the Canadian Resident Matching Service (CaRMS) and Medical Council of Canada.
  • Represents the UGME program on committees internally and within FHS that are relevant to the Manager’s portfolio.
  • Reviews objectives and makes recommendations for efficient utilization of space with the control of the program (including that at the regional campuses), while ensuring compliance with university and government regulations and exercising budget controls.
  • Oversees and/or completes the required reporting to internal and external stakeholders


Are you the right candidate?

This role requires a minimum of 5-7 years of relevant experience with exposure to managerial, human resources and financial support as well as a minimum of 1 year of supervisory experience.

The ideal candidate will hold a university degree in Business Administration or equivalent as well as the following qualifications:

  • Proven leader with demonstrated experience achieving positive results leading teams and performing a range of human resources functions including hiring, training, supervision and mentoring, workforce planning and day-to-day operational work activities.
  • Strong skills in strategic planning and implementation, operational planning, budgeting and optimization of resources, developing and implementing business plans, implementing processes and completing projects within expected timelines and budgets.
  • Demonstrated tact, diplomacy, judgement, and leadership skills
  • Excellent project management, attention to detail, rigor, problem-solving, risk assessment/management, public relations, problem solving and conflict resolution skills
  • Demonstrated ability to work under pressure and thrive in a fast-paced environment, balancing competing deliverables and priorities
  • Resilience to deal with emotionally charged or difficult situations with learners, administration, faculty and staff members (over multiple sites)
  • Demonstrated ability to work independently and ability to work flexible hours
  • Advanced skills and knowledge of computer software including Microsoft Office Suite and other relevant software
  • Confidence, professionalism and diplomacy required when an unpopular stand needs to be taken
  • Ability to advocate effectively on behalf of the Undergraduate Medical Education program and its interests
