Community Living Burlington is a social-profit charitable organization serving the communities across the Halton region since 1955. Our mission is to enrich the quality of life of people with a developmental disability and promote their full and meaningful inclusion in the community.
As part of Supported Independent Living, the Program Manager is fully responsible for the efficient operation of assigned programs that provide supports for individuals who have an intellectual and/or physical disability or dual diagnosis. This includes accountability for the performance and staffing of programs, quality assurance measures (MCCSS QAM), budgets, and administrative duties.
The Program Manager:
· Is accountable for the health, safety and physical wellbeing of all of the individuals supported and staff in the programs.
· Ensures the individuals supported have choice and responsive person-centred planning in accordance with the values, guiding principles and policies of CLB.
· Is responsible for ensuring that teams, programs and services meet quality, health and safety, organizational, legislated and Collective Agreement requirements.
· Demonstrates a thorough understanding of the developmental services sector, its changing nature and the Organization’s mandate.
· Exemplifies and leads a team to fulfil the CLB’s Mission, Vision and Values and demonstrate respect for the dignity and confidentiality of individual participants, families.

You have excellent interpersonal, time management, communication and organizational skills. You demonstrate an understanding of leadership principles and solid track record of success in developing others. You must be able to work flexibly within a team structure to meet changing demands of the role.
Key Requirements
· University Degree or College Diploma in the Human Services, Social Services, Psychology or other related field.
· Minimum 5 years of demonstrated experience at the management level including supervising, preferably in a unionized environment.
· Good understanding of various intellectual, psychological, or behaviour related disabilities and appropriate intervention protocols; strong knowledge and understanding of the resources available within the community and how to access them.
· Demonstrated knowledge of health and safety requirements for 24-hour support home facilities.
· Demonstrated experience in crisis management and liaising with other service providers.
· Demonstrated knowledge and experience with Behaviour Support Plans (BSPs) – supporting and training staff in the implementation and the management of BSPs.
· Demonstrated knowledge and experience working with people presenting challenging behaviours, dual diagnosis, trauma and mental health needs is preferred.
· Strong leadership and supervisory skills, able to lead a team with a collaborative approach to supporting people who receive services.
· Strong interpersonal and relationship building skills with all workplace parties.
· Strong mediation, conflict resolution and decision making skills.
· Solid understanding of the best practices in Developmental Services and the Quality Assurance Measures (QAM) of the Ministry of Children, Community and Social Services.
· Demonstrated experience in setting priorities, developing program/support schedules, monitoring quality and reporting on program outcomes.
· Demonstrated experience with case management and proven track record of multi-tasking in a fast-paced environment.
· Excellent problem solving skills that can be applied in multiple situations.
· Must provide a satisfactory police clearance with vulnerable sector search.
· Valid G Driver’s License, maintenance of an acceptable driving record, and regular access to an insured and reliable vehicle.
· Excellent written and oral communication skills.
· Proficient in Microsoft Office Suite.
Key Job Duties and Responsibilities
Management and Leadership:
· Report directly to the designated Associate Director of Program supports.
· Provide coaching and direction to all direct reports supervised in a unionized environment.
· Provide regular supervision to staff in accordance to the Collective Agreement and CLB’s policies to ensure assigned duties are completed and the Associate Director is kept informed of relevant individual and program information.
· Serves as a positive role model and mentor to staff teams.
· Promote positive collaboration among team members, locations and departments to best meet and evolve supports across the organization.
· Develop open and responsive relationships with internal and external stakeholders including people supported, families and community partners.
· Ensure that staff meet the health and well-being needs of individual supported.
· Advocate on the participant's behalf to ensure their rights are respected and all needs are met.
· Responsible for the adherence by all staff to the policies and procedures of reporting and investigating allegations of abuse and serious occurrence reporting.
· Responsible for providing leadership and support in the direction of quality assurance in accordance to MCCSS’s standards and in accordance to CLB’s policies and procedures
Administration:
· Actively participates and is responsible for recommendations with respect to hiring, discharging and corrective discipline to the Director of Human Resources or designate
· Work closely with the Human Resources team and scheduler to meet recruitment needs in the program (participate in the interviewing and on-boarding process).
· Accountable for programs and staff operating in compliance to Ministry of Children, Community and Social Services quality assurance measures, to the Occupational Health & Safety Act, with the CLB’ policies, procedures, values, visions and health and safety program.
· Accountable for performance and attendance management for all staff in assigned programs.
· Develop and manage budgets to ensure policy compliance and budget management.
· Accountable for work schedules in accordance to the collective agreement and Employment Standards Act and accurately reviewing and approving the daily approvals on a scheduling system by each payroll deadline.
· Ensure each homes are maintained in a clean and safe condition.
· Attend all required training sessions and complete regular recertification programs before expiration (e.g., First Aid & CPR, NVCI, etc.).
· Flexibility to work evenings, nights and weekends, to support the 24/7 operations of CLB.
· Work an on-call rotation when required and be part of a backup on call schedule.
· Monitor staff attendance records and arrange extra staff with on-call if needed.
· Monitor emotional and behavioural changes and implement changes in care plans as needed.
· Work with families to arrange services for residents including CLB day services, therapy, medical, psychiatric, financial guidance, etc.
· Develop PCPs (person centred plans) with the residents/individuals we support and their families – to ensure all hobbies, preferences, goals, and care plans of the individual are all being integrated in the support plan.
