The Public Advocates Office is seeking a Program Manager to lead its Safety Branch. Under the general direction of the Public Advocates Office Deputy Director of Energy, the incumbent is responsible for managing, supervising, planning, and coordinating all activities of the Safety Branch. The Program Manager is responsible for overall program planning, managing the performance and supervising four program and project supervisors, and staff, controlling the quality of work performed by the Branch, and coordinating with other branches. This senior leadership position directs and guides the Division's analyses and advocacy on complex and major regulatory, policy issues related to engineering reviews and evaluations of utility safety programs. This includes the Safety Model Assessment proceeding (S-MAP), the energy utility Risk Assessment Mitigation Phase (RAMP) and related portions of the General Rate Cases (GRCs), safety culture, wildfire risk reductions, assessment of utility conduct in meeting the prudent manager standard when utilities seek ratepayer cost recovery after utility-infrastructure linked events, wildfire mitigation review, application of Geographic Information Systems and other advanced analytics tools to infrastructure and safety programs, and as needed proceedings involving electric, gas, and communications safety issues. This position is responsible for overseeing staff assignments and workload, the preparation of reports, briefs, testimony and formal pleadings; ensuring work product quality; advising senior management on complex and controversial issues; addressing staff development and performance, including training, personnel selection, and personnel actions; representing the Public Advocates Office in legislative and ex parte activities, responding to press inquiries; and, performing administrative duties, such as budget oversight and planning, contract management, website content.
