Opus' technologies and services help our state partners meet strict US EPA Clean Air regulations by managing vehicle inspection programs, Vehicle Information Databases, and developing differentiated solutions for remote vehicle monitoring. We are seeking a PMO Leader to drive execution, governance, and strategic alignment across our portfolio of projects, with a relentless focus on time, high-quality delivery of new programs. The PMO Leader will be responsible for leading and evolving the Project Management Office (PMO), ensuring the successful execution of mission-critical projects and new program implementations that deliver measurable outcomes in line with business objectives. This leader will instill a culture of operational excellence and accountability, ensuring that every project milestone is met on time and within scope. The role requires precision in planning, risk mitigation, and proactive problem-solving to ensure seamless execution of state contract implementations, technology deployments, and operational rollouts. Duties and Responsibilities: Leadership & Strategy * Develop and execute the PMO vision, aligning project management strategies with business objectives. * Establish a high-performance PMO culture that empowers teams and maintains a relentless focus on on-time project delivery and risk mitigation. * Lead, mentor, and develop a team of project managers, fostering accountability and execution discipline. * Partner with executive leadership, state agencies, and internal teams to ensure alignment and clarity of project priorities. Project Execution & On-Time Delivery * Own the execution of complex, multi-disciplinary projects, ensuring 100% on-time delivery for state contract implementations and technology rollouts. * Implement rigorous project planning, milestone tracking, and proactive risk management processes to prevent delays and ensure timely execution. * Proactively address challenges, dependencies, and roadblocks to keep projects moving forward without disruption. * Drive cross-functional coordination between software, hardware, field operations, and regulatory teams to ensure seamless execution. * Establish early-warning systems and real-time reporting to flag risks before they impact delivery timelines. Operational Excellence & Continuous Improvement * Define and enforce KPIs for project timeliness, execution efficiency, and resource utilization. * Optimize project management methodologies (Agile, Waterfall, Hybrid) for maximum efficiency in large-scale implementations. * Standardize best practices for contract transitions, ensuring smooth operational handovers post-implementation. * Leverage data, automation, innovation, and reporting tools to enhance decision-making and program visibility. Stakeholder Communication & Engagement * Develop and maintain strong relationships with key stakeholders, providing regular updates on project progress, challenges, and outcomes. * Ensure all stakeholders are aligned with project goals and timelines and proactively manage expectations to drive successful project delivery. Change Management * Lead the implementation of change management strategies to ensure smooth adoption of new processes, systems, and technologies across departments. * Guide teams through transitions, ensuring alignment with strategic business objectives. Budget Management & Financial Oversight * Oversee project budgets, ensure that resources are allocated efficiently, and monitor expenses to keep projects within financial constraints. * Provide financial forecasts and regularly update stakeholders on project financial health. Governance and Compliance * Establish and enforce governance frameworks for project execution, ensuring compliance with regulatory standards, internal policies, and contractual obligations throughout all project phases. Performance Monitoring & Reporting * Develop and maintain clear reporting mechanisms to track the health of projects within the portfolio. * Provide executive-level reporting on project status, key performance indicators (KPIs), risks, and issues.
