Job Summary: We are seeking a highly skilled and detail-oriented Right of Entry Program Manager to oversee and manage the company's Right of Entry (ROE) program. This role will be responsible for ensuring that all processes related to land access and permissions for company projects are efficiently coordinated, legally compliant, and aligned with organizational goals. The ideal candidate will have strong project management skills, excellent communication abilities, and a deep understanding of property law and regulatory frameworks.
Key Responsibilities:
Program Oversight & Management:
Lead, develop, and execute the company's Right of Entry program for various projects, ensuring compliance with local, state, and federal regulations.
Oversee the acquisition of Right of Entry (ROE) agreements and permits necessary for land access, including negotiating terms and conditions with landowners and stakeholders.
Manage the full lifecycle of ROE agreements, from initiation through negotiation, execution, and compliance monitoring.
Stakeholder Management:
Serve as the primary point of contact for all internal and external stakeholders, including landowners, contractors, regulatory agencies, and legal teams.
Coordinate with project teams to ensure timely access to land for construction, maintenance, and other operational needs.
Resolve disputes and concerns raised by landowners, including negotiating access terms and addressing issues related to land use or compensation.
Compliance & Documentation:
Ensure that all Right of Entry agreements are legally sound and in compliance with company policies and applicable laws.
Maintain accurate and detailed records of all ROE agreements, including landowner communications, executed contracts, and renewal schedules.
Monitor compliance with the terms of ROE agreements throughout the life of the agreement.
Project Coordination:
Work closely with project managers and other departments to integrate land access into the broader project schedules and budgets.
Assess project timelines and ensure that ROE acquisition aligns with project milestones to avoid delays.
Provide regular reports to senior leadership on program status, issues, and progress.
Risk Management:
Identify and mitigate risks related to land access, including potential legal challenges, delays in access, or disruptions to project schedules.
Develop and implement strategies to address unforeseen land access issues or disputes.
Qualifications:
Bachelor's degree in Business Administration, Real Estate, Environmental Studies, or a related field.
Minimum of 5 years of experience in land access, real estate, or property management, with a focus on Right of Entry agreements or similar programs.
Strong knowledge of property laws, land use regulations, and industry standards.
Experience in negotiating and managing contracts, with the ability to handle complex legal documents.
Proven ability to manage multiple projects simultaneously and prioritize tasks effectively.
Excellent communication and interpersonal skills, with the ability to work effectively with internal teams and external stakeholders.
Strong problem-solving abilities and a proactive approach to resolving issues.
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and project management tools.
Preferred Qualifications:
Advanced degree in a related field (e.g., Juris Doctor, Master's in Real Estate).
Experience with land acquisition for infrastructure projects (e.g., energy, utilities, transportation).
Familiarity with environmental impact assessments and land use permitting processes.
Certification in project management (e.g., PMP).
