We are seeking a Program Manager to support SETA (Systems Engineering and Technical Assistance) efforts in support of the Rapid Capabilities and Critical Technologies Office (RCCTO). This individual will provide executive-level support, technical integration, and programmatic support across a range of RCCTO initiatives focused on accelerating the delivery of advanced capabilities to the warfighter. The ideal candidate will bring extensive military and defense acquisition experience, with a proven ability to advise senior leaders and coordinate complex efforts across multiple stakeholders and technology areas.
Key Responsibilities:
* Support SETA Support Across Projects: Serve as a senior technical and programmatic advisor overseeing SETA activities across multiple RCCTO efforts, ensuring alignment with strategic priorities, technical objectives, and delivery timelines.
* Enable Rapid Capability Delivery: Provide systems engineering, acquisition planning, and integration support for RCCTO initiatives involving emerging technologies such as Directed Energy, Hypersonics, Counter-UAS, and other high-priority defense capabilities.
* Coordinate with Senior Stakeholders: Maintain active engagement with RCCTO leadership, Army Futures Command, PEOs, Combatant Commands, and other DoD organizations to ensure synchronization of efforts and responsive support to operational needs.
* Support Requirements and Concept Development: Assist in the development and refinement of requirements, operational concepts, and technical strategies that drive rapid prototyping and fielding of innovative solutions.
* Support Cross-Functional Teams: Manage and coordinate efforts across multidisciplinary teams, including government personnel and contractors, to deliver integrated technical and programmatic support.
* Provide Executive-Level Oversight: Offer strategic guidance and oversight across RCCTO portfolios, including risk management, milestone planning, performance tracking, and alignment with DoD goals.
* Represent RCCTO SETA Interests: Serve as a senior representative in working groups, decision forums, and stakeholder engagements to ensure transparency, alignment, and collaboration across efforts.
Job Requirements
* Master's Degree in Systems Engineering, Strategic Studies, Defense Acquisition, in a related field; or a Bachelor's Degree in Engineering, Military Science, or equivalent experience.
* A minimum of 15 years program related experience in related areas with at least 10 years functional or program management experience In military operations, systems engineering, defense acquisition, or related fields..
* Senior-level leadership experience, including command or executive roles, with a track record of supporting complex defense programs.
* Broad understanding of rapid acquisition, prototyping, and capability integration within a DoD or Army environment.
* Experience supporting cross-service and joint operational requirements, particularly within a fast-paced, mission-driven organization.
* Current/Active Top Secret/SCI clearance required.
Preferred Skills:
* Experience advising senior military and DoD leaders on technical, operational, and acquisition matters.
* Knowledge of rapid acquisition pathways, including Middle Tier Acquisition (MTA), and experience supporting urgent operational needs.
* Familiarity with Army and Joint capability development processes, including JCIDS and other requirements frameworks.
* Strong leadership, communication, and collaboration skills to navigate dynamic and high-level environments.
