Position Summary

We are seeking a highly organized and proactive Program Manager to oversee the operations and staff of our rental assistance and housing programs. The ideal candidate will manage a team of case workers, ensure regulatory compliance, and serve as a key liaison with external partners and government agencies—including the D.C. Department of Human Services (DHS). This role involves oversight of program documentation, rental payment workflows, and staff performance.

Key Responsibilities

Leadership & Team Oversight:

  • Supervise, mentor, and evaluate program staff, ensuring adherence to goals and performance standards.
  • Assign tasks, track progress, and provide guidance for daily program operations.
  • Foster a collaborative and inclusive work environment.

Program & Compliance Management

  • Oversee implementation of rental assistance programs to ensure alignment with federal, state, and local regulations.
  • Serve as the primary liaison for DHS housing programs, attending required meetings and maintaining consistent communication with government stakeholders.
  • Review, approve, and maintain documentation related to payments, inspections, and client communications.
  • Ensure program deliverables, metrics, and reports are accurate and submitted on time.

Financial Coordination & Troubleshooting

  • Troubleshoot issues related to rental payments and collaborate with Finance Managers and other stakeholders to resolve discrepancies.
  • Monitor and reconcile client records to ensure data accuracy and integrity.
  • Work closely with internal finance and compliance teams to ensure effective fiscal management.

Stakeholder Engagement & Reporting

  • Build and maintain partnerships with landlords and government entities.
  • Participate in audits and site visits, ensuring readiness and full documentation.

Qualifications

  • Bachelor’s degree in Social Work, Public Administration, Finance, Business Administration, Human Services, Criminal Justice, or related field. (Master’s degree preferred).
  • 3–5 years of experience in program management, ideally in housing or human services.
  • Demonstrated experience supervising teams and managing program budgets.
  • Strong understanding of rental assistance programs, tenant rights, and housing regulations.
  • Excellent problem-solving, documentation, and communication skills.
  • Proficient in Microsoft Office and case management or housing systems (e.g., HMIS, Yardi).
  • Experience working with DHS or similar government agencies is a strong plus.
