Summary

On-Site Program Manager: Have at least 10 years of experience in Warehouse Distribution or Supply Chain Logistics Management relevant to the tasks defined in this PWS. Such experience should include planning, initiating, managing, executing and closing out programs in support of an integrated supply chain distribution system. The Program Manager shall assist VA in the execution of targeted program goals. Responsible for the overall work performed for all assigned personnel and deliverables listed in the Performance Work Statement (PWS). * In charge of the overall responsibility for all reporting, administrative, and HR actions of the contract on the VA DLS warehouse sites. * Review and prepare workflows, staffing requirements, and action plans that meet the DLS standards for productivity, quality and customer service. * Meet regularly with government supervisory warehouse team to analyze productivity, including quality assurance, inventory control, logistics, floor productivity, shipping, receiving and order fulfillment. * Collaborate with government to develop strategic plans, schedules and procedures to increase the efficiency of warehouse practices and procedures. * Maintains current and accurate files/records and prepares periodic/special reports. * Validate all work performed on production summary documents. * Provide summary of personnel accomplishments detailing number of orders and items shipped by warehouse by close of business on last day of each week. * Prepare warehouse report that specifies the orders and items shipped by commodity and type of order, completed in excel spreadsheet. * Have full authority on all matters relating to the daily requirements coordinating work, managing, and assigning work to employees; and managing employee leave, schedules, timecards, etc. * Ensure compliance with all government policies. Required skills and knowledge for On-Site Program Manager: * Minimum five years' supervisory experience in a warehouse managing staff. * Possess either Master's or Project Management Professional (PMP) certification or similar in quality with a minimum of ten years' experience supporting a large corporation or government agency. * Expert proficiency with warehouse procedures and policies. * Excellent problem-solving skills and leadership qualities. * Excellent communication and interpersonal skills and ability to deliver effective feedback, both written and verbal. * Ability to work collaboratively with all levels or organizational staff. * Strong organizational and time management skills. * PM is required to do quarterly site visits to both Colorado and Illinois locations. * Proficient in the following: inventory software and systems; Microsoft Windows 10, Microsoft Excel; Microsoft Office 2010 or latter; data entry; and typing skills.
