Summary

Blue Sky Innovative Solutions is seeking an accomplished Program Manager to lead the execution of enterprise architecture initiatives in a federal environment. This role involves full lifecycle program oversight, from managing contract deliverables and reporting to driving strategic IT transformation aligned with departmental goals.

The Program Manager will serve as the primary liaison to the Contracting Officer's Representative (COR) and federal stakeholders, ensuring all program activities—from kickoff through monthly status reporting—are conducted with excellence and transparency. A key responsibility includes partnering with the IT Director to develop and implement the department's enterprise architecture and technology strategy, supporting mission alignment and cross-departmental collaboration.

Description

• Manage all aspects of contract execution, including deliverables, staffing, stakeholder communications, and reporting.
• Lead kick-off meetings, MSR submissions, and utilization reporting.
• Serve as primary interface with the COR and federal stakeholders.
• Partner with the IT Director to deliver the envisioned Enterprise Architecture.
• Help drive transformation efforts, facilitate alignment across the department and the Office of Information Technology.
• Assist with documenting the technology strategy for the department ensuring alignment to the Department's Mission, Vision, goals and objective.
  
  

Required Skills :

• Strong leadership and cross-functional coordination. 7+ years' experience in Technology Leadership with a proven record in driving significant transformation including Enterprise Architecture to align with business needs.
• Strong understanding of current and emerging technology trends and their application in modernizing large organization with complex silo systems.
• Strong business partnership skills including ability to collaborate with senior management across technology departments and various business executives.
  
  

Education, Certification, Clearance

• PMP certification, federal contracting experience, EA program familiarity.
• Active DOE Q-clearance or Top Secret
• Bachelor's degree in Computer Science or related field
  
  

Conditions of Employment
