Summary

Overview

Serves as the COS3 Program Manager with all aspects of the entire contract, to include but are not limited to managing resources, cost, schedule, performance, and risk across the program requirements & tasks; Providing technical support to projects/tasks IAW contractual requirements; Assisting and advising the DoS CARE Doha Leadership and Contractual oversight personnel with the safety and security and maintaining the community order of the CARE Doha Platform.

Oversees the Deputy Program Manager (DPM), Community Order Commander, and the Program Management Staff as they are responsible for work performance of assigned personnel and prioritization of mission tasks/projects and staff support to ensure updates and reports to customers on resource availability and delivered workload and performance requirements and deliverables are met. Responsible for managing the DPM and employment of the Community Order Support (COS) Staff, including COS Officers, Community Liaison Officers (CLOs), programs/projects with required resources, personnel, equipment, and facilities for geographically dispersed. Supervisors, Shift Leads, and the Community Order Commander, as well as the C3 Operations staff.

Serving as the Primary Point-of-Contact for the COS3 program on the ground for the Department of State (DoS) for all program/project matters for the COS3 Contract. Responsible for overseeing the financial management for the COS3 Program IAW budget guidelines in conjunction with the financial staff.

Ensuring effective utilization of personnel, materials, funds, facilities, and equipment.

Briefing senior clients and corporate leadership on program status, successes, and challenges.

Responsibilities

  • Serves as the Project Manager of a 140-person contract for the Department of State providing safety, security, explosive detection canine, emergency dispatch and C3 operations and community order support for the CARE Doha Platform in support of the Afghan Guest population, as well as manages and directs guard force operations on a day-to-day basis under direction from the DoS PM and COR.
  • Oversees the Command, Control, and Communication Operators (C3).
  • Plans, manages, and evaluates explosive detection canine operations.
  • Ensures that all guard personnel are aware of and abide by all Post and general orders
  • Facilitated performance management, disciplinary actions and leave approval for all personnel. Responsible for all property, equipment, vehicles, invoice approval, CDRLs, project, customer, and corporate reporting for the program.
  • Implement and conduct inspections of work sites for fulfillment of security contract. Develop physical security plans for installation access and canine operations. Develop and apply physical security principles and practices on the CARE Doha Platform and always continue to evaluate the effectiveness of existing physical security practices. Develop reports on physical security surveys and entry controls procedures.
  • Maintain an annual training and equipment budget and requisition account. Bridge communications between the government and V2X leading to positive working relationships.
  • Assist on matters involving anti-terrorism and force protection requirements, policy, procedures, and base operations.

Qualifications

Education / Certifications: One-year related experience may be substituted for one year of education if degree is required.

  • Associate degree or higher Business, Management or related discipline preferred.
  • Must have an ACTIVE Secret Clearance and should be able to maintain the required clearance & maintain a “One Badge.”
  • Must be a U.S. Citizen.

Specific Experience

  • Must possess a minimum of (15) years of experience as a military officer or non-commissioned officer (NCO) (at US E-8 or above or equivalent), or equivalent law enforcement/armed/unarmed commercial guard force supervisory experience.
  • Experience must include physical security, access control, and force protection, and more than fifteen (15) years’ experience managing and supervising complex contracts in support of the US Government.
  • Five (5) years of experience working with and supporting a large population of Afghan personnel promoting rule of law.
  • Lengthy experience with V2X.
