PRIMARY DUTIES:
- Single point of overall responsibility for quality-focused execution of the GTACS FSR task order with the prime including all subcontractor execution.
- Single point accountability for scheduling, budgeting, staffing, logistics, asset management, internal/external program communications, and overall customer satisfaction.
- Accountability for quality management of vendors and subcontractors working with the prime contractor’s Quality Manager. Execute all terms of the contract as point person on any Engineering Change Proposals, Engineering Change Notices, Field Service Bullets, etc.
- Lead the prime contractor and Subcontract teams as one integrated program team.
- Serves as the prime contractor’s first point of management escalation for customer experience.
- Plan, create and manage Integrated Master Schedule to ensure on-time performance.
- Lead weekly IMS update to customer.
- Responsible for contractual reporting and data integrity to the customer.
- Responsible to represent all KPIs and monthly reporting due to customer.
- Forecast and project all manpower and financial aspects (internal/external) to customer.
- Shall provide management of subcontractors as required and provide administrative support as needed.
- Leads and develops transition materials to support change and transition.
- Develops and maintains the transition management strategy and communication
- Acts as a conduit on transition management strategy/deliverables for the customer and internal stakeholder
- Develops plans, procedures and programs to meet specific transition requirements.
- Schedules and oversees the completion of all transition deliverables and milestones.
- Communicates continuously during the transition period, with required ad-hoc reporting. Including written and verbal status reports provided to both management and the government.
- Serves as a key role for the Program coordinating and preparing for updates to the TN customer working hand-in hand with GTACS Field Services Manager.
- Performs data analysis and performance trending driving initiatives for improvement as required.
- Coordinates and trends deployment tracking of subcontractor performance, vacancies, etc.
- Abreast of funding levels associated with staffing prime & subcontractors
SKILLS REQUIRED:
- Ability to work both in the office and in the field
- In-depth knowledge of satellite communcation market
- Highly developed written and oral communication skills
- Shall have good verbal communication skills
- Shall have good documentation and writing skills
- Shall have knowledge of government contract structure and execution
EDUCATION/EXPERIENCE REQUIREMENTS:
- Bachelors Degree, preferred in Business Management
- Must have Secret security clearance.
- 10 years in systems development and engineering required.
- In lieu of a Bachelor’s degree, candidate must have;
- An associate’s degree plus 15 years of recent specialized experience, OR;
- 20 years of recent specialized experience.
