Description

GXM Consulting is seeking an experienced Program Manager to serve as Key Personnel for a high-visibility federal software development initiative. The Program Manager will lead a geographically distributed Agile delivery team responsible for building, sustaining, and evolving complex digital capabilities. This role serves as the senior point of accountability for contract execution, team performance, and stakeholder engagement. The ideal candidate brings strong leadership in Agile program delivery, contract operations, and customer relationship management in a federal setting. This position is Local, On-site/Hybrid, with Ad-Hoc Telework Possible.

Requirements

  • U.S. Citizenship and a DoD Secret clearance.
  • Bachelor’s degree from an accredited institution.
  • Minimum of 15 years of professional experience managing large-scale IT programs.
  • Minimum of 10 years leading Agile software development projects with distributed teams.
  • Demonstrated success managing cost, schedule, and performance on federal contracts.
  • Deep understanding of Agile methodologies, CI/CD, and software lifecycle delivery.
  • Experience facilitating program reviews, technical briefings, and compliance reporting including managing to contract and deliverable metrics objectives.
  • Exceptional communication and stakeholder management skills.

Desired Qualifications

  • PMP or Certified Scrum Professional (e.g., CSP-SM, CSP-PO).
  • Experience leading programs that include both new development and legacy sustainment.
  • Background in managing multi-vendor environments and subcontractor performance.
  • Familiarity with DoD cybersecurity and compliance frameworks (e.g., RMF, STIGs, 508 compliance).
  • Proven ability to foster collaborative, high-performance cultures in Agile environments.
