Summary
Under the supervision of the Sr. Director of Clinical Services, with latitude for independent judgment and decision, the Program Director “PD” is responsible and provides leadership for the successful day-to-day operations and clinical programs of the Santa Monica Outpatient Program. Incumbent develops, manages, reports on and is accountable for the activities of the program and its staff. The Program Director also represents and promotes CLARE|MATRIX by participating in various community activities and is a key leader in overall management of the program. In the role, incumbent supports the Sr. Director of Clinical Services in human resources, finance, and general accountability. The Program Director is ultimately responsible for communicating the vision, mission, values, and strategic plan of the organization to employees and adherence to these by team members. The Program Director is responsible for operational and fiscal accountability including but not limited to the areas of billing and budgets.
Essential Duties And Responsibilities

Clinical
- Review clinical and intake charts and report on any changes in participant conditions.
- Evaluate and diagnose adolescents and adults with co-occurring mental health conditions.
- Conduct individual and group sessions as needed and approve clinical notes.
- Review and approve participant treatment plans and documentation.
- Provide clinical supervision for AOD Counselors, graduate students and associates.
Facility Management Oversight
- Oversee all aspects of operations to ensure compliance with regulatory agencies, strategic goals, internal policies, identifying risk and implementing corrective actions. Provide professional updates on client progress and compliance with treatment plans.
- Serve as the primary point of contact between CM and the Sr. Clinical Director of the program. Group facilitation, individual counseling and case management of clients.
- Collaborate with staff to ensure treatment plans, groups and trainings are meeting the program objectives and provide crises intervention and support when appropriate.
- Provide accurate and timely reports of participant participation and attend community and stakeholder meetings to collaborate with other social services agencies.
- Supervision of counselors to ensure coordination of services for clients and a well-rounded learning experience. Provide support to the program through counselor expertise, specifically case coordination for clients through intense coordination of care with community partners and with the treatment program.
- Lead and actively participate in case conferences with the medical director and clinical team.
Testing and Documentation
- Drug Screens: Administer regular drug screens in accordance with protocols and organizational policies to ensure accuracy and reliability of results. Analyze and interpret drug screen results to identify potential issues and administer appropriate corrective action. Record drug screen results promptly and accurately in the participant medical record “EMR”. Ensure drug screens are administered in compliance with laws and regulations and CM protocols and policy while ensuring participant confidentiality and dignity.
- Reporting: Complete incident reports as required.
- Records: Responsible for the proper and timely maintenance of program and participant records and files in compliance with laws, regulations, and standards. May assist in maintenance thereto.
- EMR Records: Maintain accurate and timely documentation of participant care in electronic health records “EMR”.
Safety and Compliance
- Regulatory Compliance: The Program Director must strictly comply with and ensure staff compliance to all state, federal and local regulations including the Commission on Accreditation of Rehabilitation Facilities (CARF).
- Participant Compliance: Ensure strict compliance and participant documentation with all state, federal, local rules and regulations and company policy.
- HIPAA: Ensure strict compliance with HIPAA standards by complying with and ensuring staff compliance with securing participant information including maintaining strict participant confidence by completing and safeguarding participant medical records and ensuring participant information is kept confidential.
- Professional Behavior: Strictly maintain professional boundaries following established limits and guidelines for appropriate behavior with participants, ensuring a safe and ethical environment by clearly separating the professional role from personal interactions, and protecting the participant’s privacy and dignity. Boundaries typically include but are not limited to personal disclosure limits, physical touch restrictions, and clear communication about the professional nature of the relationship.
- Health and Safety: Ensure strict compliance with health and safety regulations to CLARE|MATRIX standards, OSHA, CAL-OSHA, and all regulatory requirements.
Billing and Contracts
- Documentation Validation and Accountability: Review participant clinical notes to ensure compliance with contracts including Drug Medi-Cal, grants, and cash pay. Review participant clinical notes and records to verify that the accuracy of services provided align with documented treatment plans and contracts. Ensure all participant documentation is accurate, complete and submitted within established deadlines to support timely and compliant billing reimbursement processes. Conduct regular audits to ensure compliance.
- Cross-Functional Collaboration: Participate with cross-functional and multidisciplinary teams including but not limited to billing and finance teams to resolve discrepancies or errors in documentation to ensure timely submission of billing documentation.
- Payment Tracking: Track payments including receiving, organizing, and recording payments from clients. Resolve billing discrepancies by communicating with clients regarding outstanding invoices.
- Contracts: Must gain and maintain knowledge of contracts to ensure compliance and utilization. Ensure proper recording of services for billing to align with government contracts, including but not limited to Drug Medi-Cal, and SAMHSA. Works with contract stakeholders to maintain compliance.
- Contract Reports: Prepare all reports for appropriate agencies or contracts and coordinate with CM Contract Administrator or assigned party.
Staff Management
- CM Mission and Values: The PD is responsible for communicating and building fidelity through accountability with team members’ performance through the vision, mission, values and strategic plan of the organization.
- Staff Accountability: Supervise staff ensuring effective time management among staff including ensuring staff meal period and rest break schedules in compliance with CM guidelines and labor laws.
- Staff Duties and Responsibilities: Assign and manage staff providing clear guidance and direction to staff regarding their roles, expectations, and daily tasks.
- Staff Evaluation: Supervise and manage staff through fostering a supportive and collaborative work environment that encourages accountability. Provide staff with timely feedback on job performance. Prepare timely staff performance evaluations. Address performance issues promptly and professionally including coaching, training and working with Human Resources to resolve performance issues. Offer guidance, mentorship and feedback to support professional growth and skills development.
- Clinical Supervision: Provide structured clinical supervision to staff pursuing licensure, ensuring compliance with California state licensing board requirements and company policies. Monitor and document supervision activities including hours, topics covered and progress toward licensure. Serve as a resource for staff regarding licensure processes, documentation and preparation for licensure exam. Stay informed on current licensure requirements and ensure supervision aligns with laws and regulations.
Teamwork and Communication
- Communication: Work in collaboration with Medically Assisted Treatment “MAT” prescriber. Collaborate with nurses, therapists, and other healthcare providers to communicate participant changes, needs, updates, and progress. Respond to staff and participants in a professional and courteous manner.
- Cross-Functional Collaboration: Collaborate with cross-functional and multidisciplinary teams including, but not limited to, department heads, counselors, therapists, case managers, and medical professionals to ensure comprehensive participant care.
- Staff Meetings: Participate in staff meetings, one-on-one meetings with supervisors, and other meetings as required.
- Mission and Values: Maintain knowledge, understanding and application of CLARE|MATRIX’s mission, vision, and philosophy. Builds staff accountability through performance to the company’s mission and values.
- Education and Training: Participate in ongoing training, team meetings, and certifications to maintain eligibility for the role.
- Contribute to a healthy work environment by cultivating and maintaining appropriate boundaries and professional demeanor at all times.

Qualifications and Requirements
- Must be a graduate of and hold a minimum of a master’s degree from an accredited school in the field of Social Work or Marriage and Family Therapy, or an acceptable related field of study.
- Must be registered with the California Board of Behavioral Sciences with an active license to practice as a LPCC, LMFT, or LCSW. The license must be free from sanctions, probation or suspension.
- Must have a minimum of 1 year of supervisory experience.
- A minimum of 1 year working in a substance use disorder “SUD” treatment program, or a combination of education, licensure, and experience will be considered.
- A minimum of one year sobriety if in recovery.
- Reliable access to a personal vehicle is required to perform the essential job duties related to regular attendance.
- Must carry and provide evidence of appropriate and current Professional Liability Insurance.
Knowledge, Skills, Competencies, and Experience
- Experience in a rehabilitation or recovery center setting. Experience in a behavioral health setting may also be appropriate.
- Experience working in an SUD addiction treatment program.
- Working knowledge and understanding of the clinical environment.
- Sound clinical skills include proper assessment and diagnosis with the ability to respond quickly to changes in participant conditions.
- Previous experience managing government contracts.
- Working knowledge of Medicare/Medi-Cal, commercial insurance, Covered California and other funding sources.

Physical Demands
While performing the responsibilities of the job, the employee is regularly required to talk and hear. The employee is regularly required to sit and use their hands and fingers, to handle or feel. Medical History
All employees who have or require contact with participants, or in food preparation, shall complete a health screening report or a health questionnaire. A health screening report will be provided upon hire. For all residential and detox employees, a health screening report will be completed and approved by a medical practitioner for clearance. All outpatient employees will complete a self-report screening questionnaire.
A TB test will be conducted under a licensed medical supervision not more than 60 calendar days prior to 7 calendar days after employment and renewed annually from the date of the last tuberculosis test. Staff with a known record of tuberculosis or a record of positive testing shall not be required to obtain a tuberculosis skin test. Unless there is documentation that the staff have completed at least 6 months of preventive therapy, the staff shall be required to obtain, within 45 calendar days of employment, a chest x-ray result and a physician’s
statement that the incumbent does not have tuberculosis and has not been under regular care and monitoring for tuberculosis. A chest x-ray within the prior 6 months is acceptable. The physician’s statement shall be renewed annually .
Work Environment
This job will be primarily located at the CLARE MATRIX facilities in Ontario, California, requires regular travel to Drug Court, and some travel to Company headquarters in Santa Monica, California. This job is primarily an office environment and requires the ability to operate standard office equipment and keyboards. The work environment is fast-paced and dynamic. The work requires the ability to work in a confined area. The work environment may involve exposure to participants experiencing challenging behaviors including occasional acts of aggression.
