This position is located in the Policy & Procedure Unit, at SCDMV Headquarters in Blythewood, SC.

Responsibilities Of The Policy Analyst

  • Responsible for the development of SCDMV policies, procedures, and business processes based on department standards, new and amended laws and regulations, project requirements, best practices, and other opportunities for procedural modifications. Ensures that written policies, procedures, and forms do not contradict organizational philosophies. Apprises management and staff of status of policies and processes in development and approval process.
  • Responsible for ensuring that new policies and business are properly communicated, both to internal staff as well as to the public in the information provided on the agency website. Works with management and staff to develop understanding and implementation of policies and business processes. As required, assists in creation of training materials related to policies and procedures. Works to align documentation development and publication dates with project and implementation timelines. Is an agency website editor and publisher and maintains administrative rights to the agency's document management system.
  • Serves on process improvement teams formed in response to new agency initiatives. Assists in verification of business process documentation, highlighting areas which require updating and working with appropriate staff to ensure updates are done in a timely manner. Key team member for agency-related changes and ensures all business decisions are captured and documented appropriately. Maintains historical records of changes.
  • Continuously seeks ways to improve work processes that result in increased efficiency, effectiveness or a more productive team working environment. Freely shares acquired knowledge, ideas and best practices with team members. Assists and supports other staff members in meeting their objectives.
  • Performs other duties and responsibilities as directed.

Minimum And Additional Requirements

Minimum State Qualifications

  • A high school diploma and relevant program experience.

Agency Requirements

  • Must complete a nationwide criminal background check to include finger printing.

  • Ability to work in a team environment.
  • Ability to exhibit initiative, sound judgement and logical thinking; skilled in leading and facilitating teams; organizational and time management skills.
  • Ability to think analytically to resolve issues and solve problems; ability to work under tight deadlines.
  • Ability to create reports and make presentations, proficiency in use of computer and Microsoft Office products.
  • Able to interpret instructions and perform required duties and assignments under limited supervision.
  • Must have ability to work independently and use his/her own discretion in completing assignments.
  • Works in a climate-controlled setting.
  • May be required to work extended hours outside of normal scheduled work week.
  • Must be able to lift 10-15 pounds.
  • May require limited travel.
  • Is considered an essential employee and may be required to be fully available during emergencies, natural disasters, or otherwise scheduled office closures.

Preferred Qualifications

Agency Preferred

  • A bachelor’s degree and relevant program experience in development and distribution of policies, technical writing, public administration or a related field. Related experience may be substituted for the bachelor’s degree on a year-for-year basis.
