General Description of the Job Class
Plan, coordinate and administer activities within assigned program areas; develop, coordinate and advise on policy related to assigned major programs.
Duties and Responsibilities of this Level
* Responsible for comprehensive planning, financial and administrative management for Duke Health Government Relations.
* Responsible for the establishment of short- and long-range fiscal requirements based on programs and activities designed to meet departmental objectives and goals; establish projections and prepare departmental budgets; initiate and approve purchases, reimbursements and contracted services payments; verify and reconcile expenditures of budgeted funds; prepare financial statements reflecting status of programs and activities; ensure compliance with Duke University and Duke Health policies and procedures. Ensure department's compliance with budget goals. Monitor and compile office metrics to accompany budget review submissions.
* Serve as the department's point of contact with senior administrative and professional personnel concerning the institution's policies and procedures, personnel administration, and budgetary preparation and control. Interpret departmental policies and procedures to resolve operational problems; issue instructions in accordance with institutional and departmental procedures and policies.
* Determine and report Duke Health federal and state direct lobbying and lobbying activity expenditures in compliance with federal ethics and lobbying laws. Distribute quarterly lobbying expenditure reports to Duke University Tax Support and Research and Cost Reimbursement and Analysis offices; respond to questions.
* Educate, interpret and advise the Duke Health community, including deans, department chairs, faculty, trainees, and administrative staff, on state/federal ethics and lobbying laws and policies, working cooperatively with University Counsel. Plan and implement communication strategies to inform the Duke community on compliance with state/federal ethics laws.
* Monitor and follow progress of staff work, projects and action items, and strategies at the direction of the Vice President; provide advice and guidance as needed. Assist with ensuring that appropriate follow-up actions are taken and deadlines are met.
* Responsible for assisting the Vice President in execution of strategic office management, human resource, and financial goals and actions in a team-based setting.
* Responsible for all departmental staff personnel actions, to include assisting with creation of job descriptions, submission for approval of new or revised job descriptions, the hiring process and onboarding, and monitoring payroll changes. Make hiring recommendations. Advise Associate Vice President for Government Relations on policies, procedures, review of office operations, required record-keeping and personnel expectations. Monitor and approve employee attendance reports. Initiate Pay and Performance reviews (confirm compliance requirements, and implement supervisory evaluation process.) Maintain confidential personnel files and records of staff evaluations.
* Provide creative input into the planning and implementation of meetings, presentations, special events and visits by medical center administrators and faculty with federal and state government officials, both on and off campus, to support strategic objectives. Assist with facilitation of event logistics to include but not limited to identifying, securing, and coordinating set up of facility space for all office events.
* Assist with public relations activities including preparing memorandums, newsletters, briefing materials, website updates, other promotional materials, and responding to inquiries; develop social media content; develop plans and schedules for release of publicity materials. Assist with implementing a proactive communications program to inform internal and external audiences about relevant government actions, and to keep government officials and various stakeholders informed about Duke Health.
* Responsible for management of office and day-to-day operations. Management to include but not limited to working with real estate professionals for relocation, leasing, and renovations, and with property managers for maintenance and upkeep. Work includes acquisition and installation of office furniture, computer and telephone equipment and supplies and their related services and contracts. Initiate work orders to secure the services of computer support technician for equipment set-up and repair and resolution of computer software issues. Initiate disposition of obsolete computers and office equipment. Perform other related duties incidental to the work described herein.
Required Qualifications at this Level
Education
Work requires analytical, communications and organizational skills generally acquired through completion of a bachelor's degree program
Experience
Work requires three years of experience in program administration or involving academic, instructional or counseling activities to acquire skills necessary to plan, coordinate and implement a variety of program activities and events.
