Description

We are looking for an experienced Procurement Manager to lead and optimize procurement and contracting operations for our client in Portland, Oregon. This long-term contract position requires a strategic thinker who can drive initiatives aligned with diversity, equity, and cost-efficiency goals while ensuring compliance with all applicable regulations. The ideal candidate will have a strong background in procurement strategy and contract administration, coupled with excellent leadership capabilities.

Responsibilities

  • Oversee daily operations of the Procurement and Contract Services division to ensure efficiency and alignment with organizational objectives.
  • Develop and implement strategic plans for procurement and contracting services, promoting cost reduction and equity goals.
  • Monitor compliance with procurement policies, procedures, and regulations, addressing inquiries and resolving disputes as needed.
  • Supervise and support staff across management, administrative, technical, and paraprofessional roles.
  • Collaborate with internal departments and external agencies to address contract claims and disputes effectively.
  • Drive initiatives to enhance diversity, equity, and inclusion within procurement processes.
  • Provide guidance on government procurement requirements and ensure adherence to contract compliance standards.
  • Manage and optimize procurement strategies to align with the organization's long-term goals.
  • Offer technical expertise and leadership in contract administration, ensuring smooth execution and management.
  • Evaluate and improve existing systems and workflows to achieve operational excellence.


Requirements

  • Proven experience in procurement management, with a strong focus on contract administration and compliance.
  • Solid understanding of government procurement processes and regulations.
  • Demonstrated ability to lead diverse teams, including administrative and technical staff.
  • Expertise in developing and executing procurement strategies that align with organizational goals.
  • Strong skills in resolving contract claims, disputes, and inquiries.
  • Familiarity with promoting diversity and equity within procurement processes.
  • Knowledge of applicable policies, rules, and procedures related to procurement and contracting.
  • Exceptional organizational and communication skills to collaborate effectively with internal and external stakeholders.
