Job Responsibilities
Responsible for the coordination and procurement of goods and services through the statewide procurement office. Prepares specifications for products that are to be bid out. Develops and maintains agency procurement policies and procedures for all purchases. Manages the agency's procurement card program. Monitors the minority business utilization goal for the agency.
* Reviews all requisitions to determine appropriate procurement method. Compile specifications and issue bids/solicitation documents for the agency, ensuring compliance with the SC Consolidated Procurement Code and regulations and policy. Ensures the agency receives the goods and services that are in the contract; resolves any discrepancies or protests that may arise.
* Manages the agency Procurement Card program. Maintains and updates the agency procurement card policies and distributes to all new card holders or when updates are made. Ensure all MMO procurement guidelines are followed. Serves as the agency liaison for the BOA Works System. Assigns, replaces, suspends and deactivates procurement cards. Reviews and signs the monthly BOA bill for accuracy and processing for payment.
* Serves as the liaison for the State Procurement Office on the procurement of goods and services. Develops and updates the agency's procurement policy and procedure manual to ensure compliance with the State Procurement Code. Coordinates the purchasing of fixed asset procurements with the Finance Office.
* Prepares and monitors the annual and quarterly Minority Business Utilization Goal. Serves as the agency liaison to the Governor's Office for the Small and Minority Businesses. Submits an annual Minority business Utilization Plan for the agency. Serves as the main contact for the agency with minority vendors to assist them becoming certified.
* Assists the Finance Office with resolving discrepancies between invoices and POs/contracts. Assist field personnel in locating and procuring goods and services that are needed. Assists with the agency uniform program securing new contracts when necessary, addition and deletion of personnel, and submitting payments to accounts payable.
* Remain current on SC Consolidated Procurement Code, regulations and policies. Attend necessary and/or required procurement training to obtain new or changing policies. Perform other related duties as deemed necessary.
Minimum and Additional Requirements
* A bachelor's degree and two (2) years of experience in procurement and contracts or an approved equivalency by the State Human Resources Division.
* Requires a valid South Carolina driver's license.
* Criminal background check is required.
Additional Comments
* Works in an office environment and must be able to remain stationary for long periods of time working in front of a computer. Moves around the office to access file cabinets and office machinery.
* Must be able to lift up to 25 lbs., walk, bend and squat.
* Work schedule is Monday-Friday, 8am to 4:30pm. May require occasional travel.
* Uses considerable discretion and independent judgement in performing routine procurement activities.
