We are looking for a Procurement Manager with several years of experience in the construction sector to join our team in Bragadiru (Bucharest). As part of Rizzani de Eccher, you will be responsible for managing the full procurement lifecycle and ensuring the highest standards of quality, efficiency, and cost-effectiveness. Key Responsibilities:

• Develop and propose procurement guidelines, code of conduct, and procedures to ensure efficient procurement activities, in alignment with the Procurement, Logistics & Plant Director.
• Monitor and ensure procurement targets and purchasing activities are in line with company goals.
• Support the creation of Project Procurement Strategies & Plans in collaboration with the Area Manager and Project Managers.
• Manage supplier and subcontractor relationships, conducting high-level negotiations and ensuring procurement meets the project’s requirements.
• Monitor spending and explore opportunities to reduce procurement costs.
• Collaborate with the Legal Department during disputes and legal matters.
• Support the preparation of the procurement budget and contribute to the company’s overall financial planning.
• Manage procurement internal personnel, supporting training and professional development.

Requirements:

• In-depth knowledge of the reference market and competitors.
• Strong understanding of the construction field, materials, and equipment necessary for production.
• Excellent command of English and Romanian.
• Familiarity with construction legislation, public works contracts, and relevant laws.
• Ability to make effective make-or-buy decisions and manage procurement activities efficiently.
• Technical degree or Bachelor’s degree in Civil Engineering, Construction Engineering, Architecture, or Economics.
• Relevant experience in procurement management, preferably in a multicultural and international environment.
• Proficiency in procurement software and MS Office Suite.
