Provide Earned Value Management (EVM) to support for a large program.
Tasks:
* Analyze and interpret EVM reports containing technical, schedule, and cost performance data.
* Analyze the actual vs planned performance of different projects, identifying performance trends, and ensuring program risks/opportunities are accurately accounted for to predict the final project budget and completion date.
* Review, develop, and evaluate the Estimate At Completion (EAC) value using EVM methodologies for multiple special access programs and/or projects.
* Contribute, establish, and evolve program and project EVM data in accordance with the customer's Earned Value Center of Excellence.
* Organize and provide oversight to EVM methodologies during baseline reviews.
* Attend and contribute EVM methodologies for Special Access Programs (SAPs) during joint program and/or project reviews, as directed.
* Develop and deliver monthly CDRL dashboards that reflect the current EVMS status for identified programs (trends, forecast, and contractor performance analysis).
* Provide training and guidance on the interpretation and application of EVM techniques, regulations, policies, and procedures.
* Draft, review, and edit correspondence, presentations, and briefings in response to action items. Participate in cross-program meetings to develop draft responses for consideration by Government personnel.
Job Requirements
* Bachelor's Degree in a Technical or Business-related discipline (Advanced degree preferred) and at least 12 years of EVM experience (including at least 8 years in the IC or DoD).
* Demonstrated ability to apply analytic techniques to evaluate programmatic data and resolve inconsistencies.
* Demonstrated advanced knowledge of Microsoft Office Excel (pivot tables and macros).
* Demonstrated proficient in creating presentations in Microsoft PowerPoint.
* Demonstrated experience and knowledge in project management concepts and principles.
* Demonstrated knowledge of Federal Appropriations Law, concepts, methods, and standards impacting financial activities.
* Demonstrated knowledge of Federal Government budgetary principles and procedures

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.
Physical Demands This is largely a sedentary role mostly sitting; however, some filing maybe required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
