Compensation: $60,000-$80,000k/year

RAINN (Rape, Abuse & Incest National Network) is the nation’s largest anti-sexual violence organization. RAINN operates the National Sexual Assault Hotline, and carries out programs to prevent sexual violence, help survivors, and ensure perpetrators are brought to justice.
Position Overview
RAINN is seeking a Policy Communications Manager to serve as the bridge between our policy and communications teams for the purpose of accelerating RAINN’s legislative influence and reputation. This role requires a firm understanding of sexual violence legislation, particularly laws that provide survivors with avenues for justice and accountability. Knowledge of related policies impacting children’s issues is also beneficial.
The ideal candidate will be a detail-oriented writer who can distill complex legislation into readily understandable, action- and impact-oriented language for policymakers, media, and the general public. This person should have demonstrated experience successfully conducting media outreach to journalists covering state and federal policy, with a focus on state-level legislation, and how to leverage media and public opinion for political action.
The Policy Communications Manager will spend approximately 70% of their time embedded in RAINN’s policy team to support the outreach and impact strategies specific to legislative progress, and 30% of their time collaborating with the RAINN’s communications functions to knowledgeably amplify RAINN’s legislative work and integrate themes and priorities into communications channels to advance our broader mission. This will require strong cross-department collaboration, a low tolerance for information silos, and a keen eye for opportunities that lift all boats.

Key Responsibilities
- Translate complex legislative and policy issues into accessible, compelling content for multiple audiences, including policymakers, media, and the public.
- Develop press materials, talking points, briefing documents, blog posts, and op-eds related to RAINN’s policy priorities.
- Work closely with the policy team to ensure timely and strategic communication of legislative actions, policy wins, and key initiatives.
- Conduct outreach to journalists covering state and federal policy, securing media coverage for RAINN’s policy work.
- Support policy staff in preparing for media interviews, testimony, and public appearances.
- Ensure policy updates are effectively integrated into RAINN’s broader communications strategy, including social media and advocacy campaigns.
- Coordinate cross-team efforts to amplify survivor-centered policy changes through storytelling and digital engagement.
- Travel up to 25% in support of legislative priorities and policy-related events.
Requirements
- 3-5+ years of experience in policy communications, public affairs, or a related field.
- Strong working knowledge of sexual violence legislation, particularly laws that support survivors and ensure perpetrator accountability.
- Experience translating policy and legal language into accessible, relatable content.
- Exceptional writing and editing skills, with the ability to tailor messaging for different audiences.
- Experience working across teams and managing complex projects with multiple stakeholders.
- Comfort in a fast-paced, advocacy-driven environment where responsiveness and agility are key.
Preferred Qualifications
- Proven ability to conduct media outreach and cultivate relationships with journalists covering policy issues.
RAINN headquarters are based in Washington, DC. This position is based in the Washington, DC metro area, as travel up to 25% is required in support of legislative priorities and policy-related events.
