SUMMARY/OBJECTIVE:
The People Engagement Manager serves as both a strategic partner to leadership and a key resource for employees, supporting a positive and compliant workplace. This role oversees core HR functions with a focus on payroll, benefits, employee relations, and compliance.
People Engagement Manager is responsible for processing bi-monthly payroll, ensuring accurate time and attendance records, managing benefit enrollments, and completing monthly benefit reconciliations. The role also maintains personnel files, prepares reports, and serves as the main point of contact for employee questions about PTO, benefits, and deductions.
In addition to day-to-day operations, the People Engagement Manager supports training, coaching, policy enforcement, and compliance with state and federal employment laws. This position plays a key role in aligning HR practices with organizational goals and fostering a supportive and well-managed workplace.
Responsibilties/Duties
HR Strategy, Compliance & Policy Administration
- Administer and ensure consistent application of HR policies and procedures in alignment with organizational goals, employment laws, and professional standards.
- Assist in the development and implementation of HR policies across all functional areas, including compensation, job evaluation, performance management, and employee development.
- Maintain compliance with all applicable federal and state laws (e.g., DOL, HIPAA, OSHA, ADA, FMLA).
- Prepare and submit required legal and regulatory reports, including EEOC-1 filings and OSHA and 401K audits.
- Research HR best practices and monitor changes in employment law and industry standards.
- Review and update job descriptions and the employee handbook regularly.
- Respond to TWC unemployment claims/WC Claims/EEOC complaints
Employee Relations & Engagement
- Serves as a point of contact for employees regarding HR policies, benefits, PTO, deductions, and general inquiries, verification of employment, etc.
- Mediate conflicts and facilitate resolutions while maintaining confidentiality and professionalism.
- Conduct investigations of policy violations, support disciplinary actions, and ensure legal compliance.
- Conduct exit interviews, analyze trends, and make recommendations to improve retention and workplace satisfaction.
- Partner with VP of People Engagement on communications on company policies, compensation, and benefits.
Payroll & HRIS Administration
- Review time and attendance data and conduct accurate, timely bi-monthly payroll processing, including termination payrolls in compliance with DOL laws.
- Maintain payroll-related deductions (e.g., garnishments, benefits) in the HRIS system.
- Prepare monthly payroll and benefit reports.
- Answer employee questions related to paychecks, timekeeping, and deductions.
- Review and process 401(k) deferral changes and ensure accurate updates in HRIS.
Benefits Administration
- Coordinate and manage the company-wide benefits open enrollment process.
- Track benefit eligibility, initiate enrollment through the HRIS portal, and manage data entry into insurance carrier portals.
- Maintain employee benefit files and conduct monthly benefit statement reconciliations.
- Monitor benefit changes, enrollments, and terminations for accuracy and compliance.
- Benefits Audit/5500 filing
Talent Acquisition & Onboarding
- Manage and support the HR Generalist who handles the full-cycle recruitment efforts including sourcing, interviewing coordination, and candidate selection.
- Serve as a backup to facilitate new employee onboarding and orientation to promote engagement and cultural alignment.
Performance & Development
- Partner with the VP of People Engagement on the annual performance review process, assisting managers with writing reviews and setting performance goals.
- Support training and development initiatives aligned with company objectives.
- Foster a positive work culture through orientation, coaching, and morale-building programs.
Records & Reporting
- Maintain accurate and confidential personnel records and employee transaction histories.
- Process and track leave requests (e.g., ADA, FMLA, medical leave) ensuring proper documentation and compliance.

Requirements
- Bachelors’ degree in HR or related experience
- 5 years in a HR Management position
- Travel Required-Reliable transportation to travel to multiple locations as needed
- Experience/Knowledge in Microsoft office: Outlook, Excel, PowerPoint, Word
- HRIS knowledge
- HR support in a medical environment is a plus, but not required
- 3 years payroll, benefits and human resource experience
- 3 years HRIS experience; Paylocity experience a plus
- PHR or SPHR certified
