Job Description
Human Resources Services (HRS) is an internal function providing global operations and business support across Brookfield’s lines of business.
Reporting to the VP HRIS and Payroll Operations, the
Manager, Payroll Compliance is responsible for supporting the US payroll operations team, which includes executive, union and non-union employees, director’s fees, and retirees, and benefits. The Manager will ensure compliance with Federal and State legislation as well as Fair Labor Standards Act that applies to payroll and ensuring compliance with company policies and SOC1 requirements.
Partnering with the respective Brookfield companies’ HR and Finance teams, the incumbent oversees the annual compensation process from a payroll perspective, oversees and approves payroll journal entries and general ledgers, benefits and union dues funding.
The
Manager, Payroll Compliance is also responsible for working with the Brookfield HRIS team for Workday HRIS payroll and benefits tables and codes administration and to create Workday HRIS environment change requests and validate test results when received before they are put into production.
Responsibilities
- Partner with the Payroll Operation Managers to set and document guidelines, processes for payroll team, set payroll schedule, timelines/deadlines for HR and managers to provide information to payroll for processing
- Serve as US and Canada Tax Payroll subject matter expert within the HR, Finance and in Workday HRIS
- Ensure accurate and timely processing of tax filing on a pay period, monthly, quarterly and annually, minimizing the risk of penalties and interest
- Co-ordinate changes of custom reports, journals, new payroll codes as required within the payroll team; partnering with HRSD and HRIS
- Ensure on-going, quarterly and Year-End reporting is balanced and filed in accordance with legislation and deadlines are met
- Conduct various payroll audits to ensure accuracy and quality control; work with auditors as required
- Collaborate with team members and across functions to achieve deliverables
- Provides service to internal and external partners and clients in line with our global service delivery standards; act as first point of contact for high touch clients
- Provide and manage processes to support a high degree of customer service
- Demonstrate productive analytical thinking when it comes to solutioning
- Demonstrate assertiveness, where appropriate, through respectful and clear communication tactics
- Exhibit effective presentation skills through clear expression of information and appeal to the audience both aesthetically and persuasively
- Prioritize process improvement consistently
- Maintain continuous level of engagement between team, department and tower members, cross-functionally and with clients, as required

Qualifications & Requirements
- Minimum 10 years of payroll management experience (specifically processing and running payroll)
- Minimum 3 years of people management experience (in a Payroll Management capacity)
- FPC certification required; CPP preferred
- Excellent understanding of payroll and accounting
- Working knowledge of Workday
- Strong relationship management skills, with a focus on internal client management
- Advanced knowledge of Microsoft Excel and Word
- Excellent verbal and written communication skills
- Employs exceptional interpersonal skills
- Ability to travel 5-10% of the time (international travel)
New York Salary Range: $120,000 - $130,000
Our compensation structure is comprised of a base salary and a short-term incentive program (cash bonus). Cash compensation tends to vary based on geography to account for local market conditions and is set to be market competitive. Compensation decisions are based on a number of factors including relative experience, overall years of experience, industry experience, education and designations.
