The position performs highly advanced (senior level) complex operational planning, policy and performance work. The position will help manage multiple high-profile projects and documents, most notably coordinating the review of rules for the division. The position will support daily administrative operations including developing and implementing processes to enhance standards and ensure accountability; coordinating with Regulatory Services Leadership to gather and disseminate information as necessary; and helping manage and execute special projects within Regulatory as well as across agency divisions. This position also works with other units within Operations Support to ensure coordination of operational functions across the division. The Special Projects Manager will be expected to conform to the Governmental Relations and Special Projects team values: act with integrity, be resourceful, extend grace whenever possible, and seek opportunities to grow. Must be able to work under minimal supervision with latitude for the use of initiative and independent judgment, and complete other duties as assigned. Essential Job Functions (EJFs): Attends work on a regular and predictable schedule in accordance with agency leave policy. (35%) Updates and maintains RSD rule-making policies and procedures. Partners with Rules Coordination Office (RCO) to ensure RSD policies align with agency and state administrative requirements. Facilitates the RSD Deputy Executive Commissioner and Chief Policy and Regulatory Officer review and approval of rule-making projects. Serves as initial reviewer of submissions for leadership approval, including undertaking quality control checks and ensuring most current forms and templates are used. Collects information and produces recurring and ad hoc reports on rules. Schedules briefings for leadership, when requested. (25%) Monitors and supports the progress of important initiatives and projects. Advises leadership and staff regarding implementation progress, issues, and completion. Develops and oversees project tracking systems and maintains master project tracking documents and guides. Develops project tools to guide staff in managing project assignments and deliverables including templates for work plans, resource requirements, staff assignments, key timelines and milestones. Assists with risk management to minimize project risks. Compiles and distributes project information and project status reports. Conducts project meetings, as needed, and ensures questions, issues and business needs are addressed. (20%) Supports logistical needs of RSD, including management of office space assignments, updating of organizational charts, coordination of records management, and preparation for and reporting on the Survey on Employee Engagement. Serves as back-up for managing the Deputy Executive Commissioner's mailbox and approvals workflow. (10%) Represents division on the Cross Division Coordination Group, the Emergency Management Homeland Security Workgroup, and other agency-level workgroups and ensures two-way information flow between the workgroups and Regulatory Services. Facilitates outreach to other parts of the agency, as needed. (10%) Other duties as assigned, including support of disaster and continuity operations, which may include producing division-level situational reports, disseminating safety and other time-sensitive information to division staff, and other similar tasks. Knowledge, Skills and Abilities (KSAs): Knowledge of project management business methods. Knowledge of the legislative process and laws, rules, and regulations relevant to Health and Human Services. Knowledge of the principles and practices of public administration and management. Skilled in communicating with varied levels of staff to develop positive effective working relationships and establish credibility, trust and confidence. Skilled in planning, organizing, assigning, tracking progress, and taking corrective action to meet deadlines. Skilled in organizational skills including attention to detail and multi-tasking skills. Skilled in using Microsoft Office Suite, including MS Visio. Ability to demonstrate excellent written and verbal communication skills. Ability to apply project management life cycle methods to manage business projects and initiatives. Ability to analyze work related problems such as risks and issues, draw conclusions, and devise innovative solutions. Registrations, Licensure Requirements or Certifications: NA Initial Screening Criteria: Graduation from an accredited four-year college or university, plus three years of experience in project management. Relevant experience may substitute for degree. Experience with Health and Human Services programs.
