The over 35 miles of off-street walking and biking paths connect with larger trail systems that lead throughout the Denver metro area. Northglenn is only 15 minutes north of downtown Denver and all of the events and attractions of a major metropolitan city. Go east on Interstate 70 and Denver International Airport is only 30 minutes away. Turn to the west and the majestic Rocky Mountains tower over the landscape and are a mere half hour away by car.

The City of Northglenn, is seeking a highly motivated and outgoing Operations Manager.

HIRING RANGE: $103,442.00 - $129,303.00

Position Highlights

Operations Manager is responsible for overseeing and managing the streets, water distribution, sewer collections, fleet services, and sanitation operations for the City of Northglenn. This position ensures efficient service delivery, regulatory compliance, and the maintenance, operation, and clear documentation of critical infrastructure. Reporting to the Public Works Director, the Operations Manager plays a key leadership role in managing personnel, budgets, and strategic planning of these operating sections to enhance the quality of life for residents.

Duties and Responsibilities

Operations & Maintenance

  • Oversee the operations of the streets, collection and distribution, fleet, and sanitation teams.
  • Ensure compliance with local, state, and federal regulations related to water distribution, wastewater collection, fleet emissions, and sanitation practices.
  • Develop and implement preventative maintenance programs for all infrastructure and fleet assets.
  • Ensure all maintenance programs are well documented to ensure efficient system operations and
  • Appropriately support staff in response to emergencies such as water main breaks, snowstorms, flooding, and equipment failures, ensuring rapid and effective resolutions.

Leadership & Personnel Management

  • Supervise and support team supervisors, crew leads, and field staff, ensuring high performance and professional development.
  • Promote a culture of safety, accountability, and teamwork.
  • Conduct performance evaluations, provide training opportunities, and address personnel issues as needed.

Financial & Resource Management

  • Prepare and manage operational budgets for all Operations Division workgroups, ensuring cost-effective service delivery.
  • Oversee procurement of equipment, materials, supplies, and services with adherence to municipal policies.
  • Seek and manage grant funding opportunities for infrastructure improvements and sustainability initiatives.

Strategic Planning & Community Engagement

  • Develop short- and long-term operational plans for infrastructure maintenance and operation.
  • Coordinate with other municipal departments, utilities, and external agencies to ensure seamless service delivery.
  • Address community concerns related to Operations Division services and providetimely responses to service requests.

Education and Experience

  • Bachelor’s degree in Public Administration, Civil Engineering, Business Management, or a related field preferred. Equivalent experience will be considered.
  • At least 5–7 years of experience in public works operations with at least 3 years in a supervisory or management role.
  • Knowledge of municipal infrastructure, utility systems, fleet maintenance, and waste management best practices.
  • Strong leadership, communication, and organizational skills.
  • Experience managing budgets, contracts, and regulatory compliance programs.
  • Valid Colorado driver’s license;

Supplemental Information

Work Environment & Schedule

  • Primarily office-based with frequent field visits to project sites, facilities, and emergency response locations.
  • Requires availability for on-call emergencies, including after-hours, weekends, and holidays as needed.
  • Exposure to varying weather conditions and physically demanding environments.

Description & Benefits

Regular Full-Time

Employee works in a position that is classified as 40 hours per week. Eligible for full benefit package including medical, dental, life and LTD insurance; pension and general leave and optional benefits.

Regular Part-Time 30+

Employee works in a position that is classified as 30+ hours per week. City pays contribution toward employee only medical and dental insurance. Employee can pay the difference to cover spouse and/or children. Life & LTD insurance coverage is provided. Employee participates in the City's pension plan and the City contributes to the plan. Employee accrues general leave on a pro-rated basis and optional benefits.

Regular Part-Time 20+

Employee works in a position that is classified as 20+ hours per week but less than 30 hours. City pays contribution toward employee only medical insurance. Employee accrues general leave on a pro-rated basis and the City pays 3.75% toward deferred compensation and optional benefits.

Regular Part-Time

(less than 20 hours/wk)

Employee works is a position that is classified as less than 20 hours per week. Employee accrues general leave on a pro-rated basis and the City pays 3.75% toward deferred compensation.

Part-Time (No Benefits)

Employee works in a position that is classified as a "no benefit" position (i.e., Fitness Instructor, Scorekeeper, Substitute Lifeguard). Employee is not eligible for benefits and pays 7.5% toward deferred compensation.

Seasonal/Temporary

Employee works in a position that is classified as a short-term position, is not eligible for benefits and pays 7.5% toward deferred compensation.
