SALARY RANGE: $64,427.00 - $110,756.00 ANNUALLY


BACKGROUND CHECK

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.


PROBATION

All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.


POSITION OVERVIEW

We are seeking a highly skilled and motivated professional to fill the position of Grant Service Specialist III for the Open-Source Unit and Intelligence Analysis Unit in the Data Driven Strategies Division of the Baltimore Police Department. The successful candidate will play a critical role in supporting the collection, analysis, and dissemination of intelligence from a variety of sources to inform operational strategy, improve public safety, and contribute to crime reduction initiatives. This role requires strong analytical skills, a deep understanding of open-source data, and the ability to collaborate across departments and agencies. You will be responsible for identifying patterns, assessing threats, and providing actionable insights to support decision-making at all levels of the organization.


ESSENTIAL FUNCTIONS

  • Operational Intelligence: Provide timely and reliable intelligence to support investigations, officer safety, and strategic crime reduction efforts.
  • Open-Source Intelligence Collection & Analysis: Collect and analyze data from diverse open sources, including social media, news outlets, public records, and specialized platforms.
  • Investigative Support: Conduct independent and collaborative research on crime patterns, spikes, criminal groups, and organizations to assist in identifying threats and trends.
  • Reporting & Briefings: Prepare detailed reports, bulletins, and briefings for senior leadership, law enforcement, and other stakeholders. This includes threat assessments, event summaries, and actionable insights.
  • Data Synthesis & Risk Assessment: Analyze large data sets, identify patterns, and assess risks to provide actionable intelligence for both immediate and long-term crime reduction strategies.
  • Collaboration: Work closely with other analysts, law enforcement agencies, district commanders, and external partners to ensure intelligence is integrated into operational strategies.
  • Ethical & Legal Compliance: Ensure all intelligence activities adhere to legal, ethical, and procedural standards, particularly regarding the use of open-source data.
  • Tool & Software Utilization: Leverage specialized software tools for data collection, analysis, and visualization, such as SQL, Python, Power BI, ArcGIS, and intelligence management databases.
  • Strategic Input: Contribute to the development and implementation of intelligence policies, procedures, and operational strategies.


EDUCATION AND EXPERIENCE REQUIREMENTS


EDUCATION: Bachelor’s degree in a related field such as Intelligence Studies, Criminal Justice, International Relations, Crime Analysis, or similar fields.

AND

EXPERIENCE: Minimum 2 years of experience in law enforcement analysis, intelligence analysis or open-source analysis.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Technical Skills: Proficiency in intelligence analysis software such as i2 (Link Analysis), PennLink, ArcGIS, Cell Phone Analysis Programs (Cellebrite, CellHawk, NightHawk), and data analysis such as SQL, Python, and Excel.      
  • Experience with open-source intelligence tools and techniques for social media and online research.
  • Analytical Skills: Strong analytical and critical thinking skills with the ability to synthesize large amounts of information into actionable insights.
  • Communication: Excellent written and verbal communication skills, including the ability to prepare detailed reports and deliver briefings to a range of audiences.
  • Collaboration: Ability to work effectively both independently and in a team environment, collaborating with law enforcement, external partners, and stakeholders.
  • Ethics & Integrity: High commitment to maintaining confidentiality and adhering to ethical standards in intelligence gathering and reporting.
