Job Objective & Safety/Security Sensitive Designation
This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.
JOB OBJECTIVE: To design, install, monitor, and troubleshoot computer systems networks and network connected devices to meet data processing and information needs for City departments, including internal network access and Internet access; installs, configures, and manages security systems, and assists with security required for the City’s network systems; installs and implements voice and data network security design to ensure network systems are patched and adequately protected from unauthorized use.
Essential Functions
ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES
- Designs, installs, monitors, and troubleshoots computer systems networks and network connected devices to meet data processing and information needs for City departments, including internal network access and Internet access.
- Installs, configures, and maintains security systems to include firewalls, VPN access, email filters, web filters, spam filters, active directory servers, identity access management (IAM) system, multi-factor authentication (MFA), federation services, privileged account management (PAM), password management and related security servers within the current security structure; installs and implements voice and data network security design to ensure network systems are patched and adequately protected from unauthorized use.
- Represents security as a subject matter expert (SME) to advise teams on recommended best security practices and help identify security gaps.
- Provides end-user training and support as needed to ensure compliance with security protocols and effective use of network resources.
- Monitors network traffic and security alerts to identify, investigate, and mitigate potential security incidents and vulnerabilities.
- Installs and configures network access controls, authentication, and authorization protocols to secure access to sensitive data and resources.
- Performs server and security audits to maintain network integrity and availability.
- Develops, installs, and maintains security for internal and external access to the City's network and standalone systems.
- Designs, installs, and ensures proper configuration of network hardware such as routers, hubs, switches, modems, gateways, phones, phone equipment, phones systems, and security devices to ensure efficient utilization of hardware capabilities.
- Provides assistance to the Network Security Administrator in developing and maintaining systems networking addressing required for effective connectivity utilizing current security structure, including internet protocol (IP) addressing plus server, domain, and work station identification; establishes documentation for the systems addressing process and security requirements.
- Develops conceptual network design to ensure correct internet protocol (IP) addressing and transmission control protocol/internet protocol (TCP/IP), and other networking protocols.
- Patches, updates, installs, configures, and maintains network security system and apply network wide Microsoft patches and push security updates for third party systems; monitors system functionality to identify performance problems within the network and notifies the Network Security Manager of any issues; provides assistance with the development and implementation of system changes or configuration modifications to resolve performance problems and increase efficiency of the system.
- Provides technical assistance for City departments in the review and purchase of local area network hardware and software to ensure that all equipment and software conforms to the City's networking standards.
- Provides technical assistance to all City departments as required to set up and maintain local area and wide area networks.
- Consults with vendors and software publishers, reviews literature and technical documents, and searches the Internet to obtain information for solving problems and investigating purchase options.
- Works with assigned personnel and other City personnel involved in the maintenance of local area and wide area networks.
- Installs, configures, and maintains third party server applications and internally developed server applications.
- Prepares regular activity reports for the Network Security Manager regarding network implementation activities, utilization or resolution of systems problems.
- Maintains records and documentation necessary to review and update progress of network security implementation projects.
- Operates a City pool automobile in the performance of essential job functions.

Minimum Qualifications, Additional Requirements And Supervisory Responsibilities
MINIMUM QUALIFICATIONS & ADDITIONAL REQUIREMENTS
These knowledge, skills, and abilities are usually, although not always, acquired through completion of Bachelor’s degree in Computer Science, Information Technology, Computer Engineering or a related field, three (3) years of experience in network security, three (3) years of experience in designing and implementing computer network systems, three (3) years of experience with network operating systems and Active Directory, three (3) years of experience securing network connected devices, one (1) year experience in internet protocol (IP) addressing, transmission control protocol/internet protocol (TCP/IP). Equivalent combinations of education and experience will be considered.
Additional Requirements
- Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position.
- Must obtain Criminal Justice Information System (CJIS) security and privacy privileged role certification within thirty (30) days of employment and maintain the certification for the duration of employment in this position.
- Must be available to work nights, holidays, and weekends and respond to emergency calls as required.

Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
