Summary: The Illinois Prescription Monitoring Program(PMP) provides an electronic tool for healthcare professionals to easily access their patients' prescription profiles. This position will be responsible for coordinating major projects/programs for the PMP by developing goals and objectives, long-range plans, grants and operating policies and procedures. They will direct assigned positions in implementing procedures to accomplish project/program objectives; prepares and administers network infrastructure; evaluates network and security results obtained; ensures compliance with all project/program, local, state and federal agency regulations, policies and procedures. This work requires considerable knowledge of the project/program area, planning, network and security development, skill in leading the work of others, excellent organizational and communication skills.
Duties and Responsibilities:
Develops, coordinates, and performs research in support of planning and network design criteria.
Plan, document, monitor, and resolve server and network security related issues on a mixed Linux and Windows environment.
Advises designated supervisor regarding the effects of design implementation and changes on overall network operations and efficiencies.
Works with the Prescription Monitoring Program Manager and the fiscal officer in preparing narrative justification for purchase of new equipment and other budgetary expenditures.
Makes recommendations to designated supervisor regarding the evolution of the overall network architecture.
Coordinates activities in support of active projects.
Supports a major cross-section of networking systems like remote access systems, network core, and building and departmental networks.
Designs and implements procedures for network and website security.
Participate in policy and decision making regarding resource allocations.
Establish and maintain the PMP in accordance with HIPAA, Illinois law and IDHS regulations.
Minimum Requirements:
Bachelor’s degree in Computer Science, Information Management, Statistics (or related major) OR knowledge, skill and mental development equivalent to four years of college with course work in related field
Working experience with Linux, Apache, Java, PHP, SQL server, MySQL, spreadsheet, and related software.
Preferred Requirements:
Familiarity with LAMP (Linux/Apache/MySQL/PHP) based environment
Master’s degree in Computer Science, Information Management, Statistics or related major
About PMP
The Illinois Prescription Monitoring Program (PMP) is an electronic tool that collects information on controlled substance prescriptions, schedules II, III, IV and V. This data is reported on a daily basis by retail pharmacies dispensing in Illinois. Prescribers and dispensers of controlled substances are allowed to obtain a user ID and password to query their current or prospective patients. This state wide expansion of the PMP will affect approximately 3,000 retail pharmacies and 383 hospital pharmacies. Twenty to thirty millions prescription records are received annually and need to be maintained while following Personal Health Information (PHI) policies. License information from the Illinois Department of Financial and Professional Regulation (IDFPR) for approximately 53,000 prescribers and the above mentioned pharmacies will also need integration into the data library. The Prescription Information Library (PIL) utilizes Linux serer operating environment and various databases to perform its functions. Data manipulation and analytics are the fundamental responsibilities of this role.
