The Healthcare Infrastructure Projects Division is a multidisciplinary team consisting of medical planners, architects, engineers, project managers, quantity surveyors, and asset management professionals, supporting the development and building of public healthcare infrastructure projects such as regional and community hospitals, specialist centres, polyclinics and nursing homes to prepare for future demand.

SUMMARY OF THE ROLE


The incumbent assumes an active role to assist/support and advise the Head, Commissioning & Engineering Management (CEM) in the areas of concept, schematic and detailed design of healthcare facilities/infrastructure from the perspective of facility operations and functional design, referencing to Design for Maintainability, Operability, Safety & Security (MOSS) outcomes.

He/she will be an active participant involved in working closely with Pubic Healthcare Institutions (PHI)/operator reps, consultants, contractors etc., in harmonising a collective outcome towards the inspection, testing & commissioning which includes validation and verification. Healthcare facilities/infrastructure would include building envelope, mechanical, electrical and plumbing (MEP) systems, medical gases, fire and safety systems, refrigeration, and elevator systems.

He/she will be required to take on any other responsibilities that relates total facility commissioning and MOSS design and implementation.


JOB RESPONSIBILITIES


Assist in identifying new MEP and Building Services technologies that are relevant to Design for Maintainability, Operability, Safety & Security (MOSS) process and implementation in the development of healthcare facilities.

  • Assist in developing and implementing MOSS guidelines and KPIs through collective collaboration and engagement with healthcare user/occupier and stakeholders for the needed implementation for hospital infrastructure projects in achieving its targets.
  • Assist the project team in ensuring adequate MEP provision for HIPD Healthcare Facility Development by establishing Design for Maintainability, Operability, Safety & Security (MOSS) processes.
  • To closely work under broad guidelines and direction to comply with laws and statutory requirements in accordance with professional standards and established policies.
  • Actively engage built environment vendors and professional practitioners to remain updated on current and latest technologies trends and systems that has relevance to healthcare.
  • Attend study trips and relevant seminar and conferences where required and necessary.


Represent CEM team and assist the project development team thru engagement of user/occupier to review and develop a collective inspection, testing and commissioning procedures for facilities and MEP infrastructure systems.

  • Attend early engagement discussions/meetings with occupier and stakeholders in establishing a collective MEP/Facility inspection and Testing & Commissioning (T&C) guidelines.
  • Be involved in collaboratively engaging and standardising the inspection and T&C process/guidelines throughout the construction to ensure smooth handover of project completion. To assist in ensuring that the process/guidelines set, shall be acknowledged, and endorsed by occupier/stakeholders.
  • Actively engage stakeholders in defining the scope of boundaries under the T&C programme and establish an effective inspection and test procedures along with the integrated buildings system performance.
  • Attend and witness FATs & SATs for selected major MEP plant and systems for the development projects.
  • Attend and witness every stage of commissioning which includes Integrated System (Scenario) Tests for the major plant and systems.


Assist in the MEP design review and provision, based on healthcare operational processes for the development of healthcare facilities.

  • Assist to review and provide constructive feedback on healthcare’s MEP design of infrastructure systems.
  • Actively keeping abreast and adhere to evolving statutory requirements and revised codes of practices and industry best-practices on healthcare engineering disciplines.
  • To take guidance and be inclined to relevant Healthcare Facility Design Standards, Design for Safety (DfS) – WSH Regulation 2015, Design for Maintainability (DfM) Guideline, relevant COP/SS requirements, industry standards and regulations etc.
  • Be an active participant in assisting to source for relevant new healthcare-built environment related technologies that would assist in improving /eliminating operational inefficiencies of healthcare facilitates.
  • To assist when required, in reviewing of MEP related design documentations for the respective development projects.
  • To support the initiative in introducing or incorporating environmentally friendly/sustainable technologies/solutions i.e. SMART FM, GM compliant etc. into various MEP systems/applications where possible from time-to-time.


Assist to remain relevant and updated on the latest MEP Building and Authority Codes (Fire Codes, Singapore Standards, International Standards) required for Healthcare Development Projects

  • Attend relevant seminars & courses conducted by professional bodies and authorities.
  • Join and participate in activities organised by professional bodies (e.g. ASHRAE, IES, PEB, BCA, NEA, PUB, SCDF, HTM, etc)
  • Collaborate internally with HIPD team to develop and maintain a technical resource library for the inspection, testing & commissioning of facilities/MEP systems and services in healthcare’s-built environment.


JOB REQUIREMENTS

  • Engineering Degree in Engineering or Facilities/Built Environment disciplines from a recognised university. (Candidate without a recognised degree or with a technical diploma and with more than 7 years of relevant healthcare facilities and engineering design/commissioning experience may be considered)
  • Proficiency in engineering tools such as AutoCAD, BIM and able to read engineering and technical drawings. Proficiency with general office PC applications (i.e., word processing, spreadsheets).
  • Familiar with BIM modelling works and good insights in SMART FM initiatives & implementation.
  • Good knowledge of technical report drafting/assessment/analysis and FM contracts procurement & methodologies.
  • Matured and self-motivated.
  • Possess initiatives and a keen sense in engineering design and requirements for building MEP services.
  • Ability to work across teams and collaborate with other offices for work synergies.
  • Have keen interest for technology and innovation.
  • Has an obvious safety mindset and displays good WSH behavior.
  • Min 4 years of working experience in the built environment with a combination of facilities management and project-based design of buildings’ mechanical and electrical (M&E) systems.
  • Preferably with 3 years’ experience in the healthcare facilities management and/or engineering & sustainable design.
