Job Description

Objective:

The Manager – Quantity Surveyor is responsible for overseeing all post-contract commercial and contractual activities across construction and infrastructure projects. This role ensures accurate cost control, effective contract administration, and optimal commercial outcomes throughout the project lifecycle. Reporting to the Head – Maintenance & Delivery, the incumbent will lead the management of payments, claims, procurement, and financial reporting while safeguarding the organization’s commercial interests and ensuring compliance with contractual obligations and industry standards.

Key Responsibility:

  • Administer FIDIC and similar standard form contracts across various project scopes.
  • Prepare, manage, and agree upon Interim Payments and Final Account Statements in accordance with contract terms.
  • Manage change control procedures and variations; issue formal instructions to maintain compliance with contract obligations.
  • Ensure timely issuance of notices and contractual letters in alignment with contract conditions.
  • Evaluate and manage claims related to extension of time and cost prolongation in coordination with planning and legal teams; assess and validate subcontractor claims.
  • Review and respond to project correspondence to safeguard the organization’s commercial and contractual interests.
  • Administer insurance, guarantees, Taking Over Certificates, Final Accounts, and Performance Certificates with clients and subcontractors.
  • Draft and review legally binding contracts, including contract agreements and amendments, in alignment with legal and commercial requirements.
  • Provide strategic input into Value Engineering (VE) discussions to ensure commercial optimization.
  • Advise senior management on all commercial and contractual matters throughout the project lifecycle.
  • Review and analyze key commercial documentation, including management reports, reconciliation statements, CVRs (Cost Value Reconciliations), and financial dashboards.
  • Regularly update and maintain project cash flow statements and forecasts, ensuring alignment with revenue objectives and budget expectations.
  • Oversee the procurement process; lead negotiations with suppliers and subcontractors to ensure value for money, contract compliance, and risk mitigation.
  • Collaborate with cross-functional project teams to ensure efficient delivery and close-out of projects within cost, time, and scope.

Desired Experience:

  • Bachelor’s degree in quantity surveying, Civil Engineering, or a related discipline.
  • 10–15 years of QS experience, preferably in a retail, fit-out, or facilities delivery environment.
  • Strong knowledge of post-contract administration, FIDIC contracts, and variation handling.
  • Experience managing vendors, contractors, and consultants within fast-paced retail project cycles.
