Lead and manage the execution of strategic ICT projects across the organization, ensuring alignment with ICT strategy, enterprise architecture, and innovation roadmap. Provide governance, methodology, and delivery assurance for programs and projects under the purview of the Strategy, Architecture and Innovation function.
Promote good governance in project management practices across the ICT division through standardized methodologies, tools, and training programs.
PRINCIPAL ACCOUNTABILITIES:
Project Management
Lead the planning, execution, monitoring, and closure of ICT strategic projects using appropriate project management methodologies (e.g. PMBOK) and promote good project management
Manage project scope, timelines, budgets, risks, and stakeholders across cross-functional teams.
Ensure projects deliver expected business value, with clear KPIs and benefit realization tracking.
Align with the enterprise ICT strategy, technology roadmap, and innovation priorities.
Support project portfolio planning and prioritization processes.
Project Governance and Oversight
Establish and enforce project governance standards, frameworks, and documentation practices.
Drive the use of the enterprise project management tool for consistent project tracking, reporting, and documentation across all ICT projects.
Monitor project health and performance and provide regular reports to steering committees and senior management.
Contract & Tender Management
Analyse and evaluate PMO tender proposals including technical/commercial evaluation and negotiation exercise to be in line with Company’s tender and contract policies and procedures.
Prepare recommendation and propose appropriate contracting strategy to be adopted including the tendering documents (e.g. Invitation to Bid (ITB), Request for Proposal, Request for Quotation, etc.)
Policies and Standards (Audit & Compliance)
Assist in the review and evaluation of existing ICT policies and procedures and propose enhancements to ensure efficient and effective implementation of Group ICT initiatives and projects.
Enforce existing ICT policies and procedures to comply with the Group ICT’s security, disaster recovery and safety compliance.
Budgeting & Planning
Plan, develop, and manage strategic and business-specific ICT initiatives for the MISC Group, ensuring alignment with overall business strategy and objectives. Oversee Group-wide implementation and performance of these initiatives, ensuring effective execution and optimal budget utilization in line with the approved business plan.
People Development
Drive the development of project management capabilities across the ICT division through structured coaching, mentoring, and on-the-job guidance.
Build a high-performing project management culture by promoting best practices, knowledge sharing, and continuous learning.
Identify skill gaps to design and implement targeted learning and development programs for ICT staff.
Lead training and awareness initiatives on project governance, methodology, and the use of project management tools to improve consistency and delivery outcomes.
Foster an environment that encourages innovation, accountability, and professional growth within project teams.
REQUIREMENT & QUALIFICATION:
Minimum 10 - 12 years of relevant working experience with experience in ICT project management, including 3+ years in a managerial role.
Demonstrated experience delivering large-scale ICT or digital transformation projects.
Familiarity with project portfolio management tools (e.g., Microsoft Project Online, Smartsheet, Jira, Asana).
Experience in project governance and in rolling out PM tools and training is highly desirable.
Bachelor’s degree in computer science, Information Technology, Business Administration, or related discipline.
Professional certification in PMP, PRINCE2, or Agile (Scrum Master or equivalent) preferred.
