Market Framework
ComReg's Market Framework Division is responsible for a number of key areas, including: Spectrum Operations, Spectrum International, Radio Spectrum Management, Product Safety and Ireland's National Numbering Scheme.

The Role And Responsibilities
Reporting to the Senior Manager, Network Operations, you would be responsible for:
- Leading a team with expertise in electronic communications networks and services, focusing on resilience of networks and services and managing staff, as appropriate;
- Managing post-incident network resilience activities with operators of electronic communications networks and services;
- Apply relevant legislation, industry standards and take a risk-based approach to the post-incident resilience analysis;
- With the team and Technical Manager - Radio Service, hold operators of electronic communications networks and services to D08/24 in any post-incident resilience analysis;
- Managing outsourced technical activities that support the policy and compliance functions within ComReg - such as the engineering elements of the ComReg's Outdoor Mobile Coverage Map;
- Managing and evolve the data assets and capabilities of the Network Operations Unit by monitoring key trends and developments in respect of network performance and network monitoring electronic communications networks and services, to support the policy and compliance objectives of ComReg;
- Utilising analytical, Geographic Information Systems (GIS) and business intelligence tools, providing insights in order to interpret and present spatial information related to electronic communications networks and services, and to strengthen and enable evidence-based regulatory decisions;
- Presenting the results of any analysis in a coherent manner to other colleagues and Leadership Team members, as required;
- Advising the Senior Manager, Network Operations and the Director of Market Framework on relevant issues;
- Liaising with the stakeholders, including: Authorised Undertakings, government Departments, Body of European Regulators for Electronic Communications (BEREC), the European Union Agency for Network and Information Security (ENISA) and the European Commission as appropriate.
Essential
Qualifications and Experience required
- A level 9 degree or higher on the National Framework of Qualifications in science, technology, engineering, or equivalent experience in a relevant field of work.
- Demonstrable experience in a network operations or network security environment in the delivery of publicly available electronic communications networks and services, such as telecommunications.
- Extensive experience in a management and people management role, managing multi-disciplinary teams and cross-functional projects, along with working with and engaging at a senior-level within an organisation and at a senior-level with external stakeholders. This will also include managing people through periods of organisational change, ensuring continuous engagement and feedback, and committing to their ongoing development.
- Proven technical knowledge of current and emerging electronic communications network and services products and technologies - such as telecommunications products, business and strategic technology issues, related to same.
Desirable
- Proven experience working with data analytics software and business intelligence tools (e.g., PowerBI).
- Experience of providing strategic direction in a technical environment.
- Experience of providing governance to outsourcing partners and service providers.
