Position: Manager, Intake and Placement

Position Description:
The Manager, Intake and Placement oversees the process of assessing, searching and placing children into appropriate care settings based upon service packages or level of care, person characteristics, behavioral needs and other factors that should be considered. The Manager will ensure that these strategies are oriented towards family and child wellbeing; develop specific strategies with their team to reduce and/or eliminate children without placement; and ensure that the Community Based Care operations not only align with federal and state regulations, agency policies, and evidence-based best practices in child welfare, but exceed contracted outcome goals.
Primary Responsibilities:
* Manage the intake of new referrals and develop and verify that there is a system for assignment in place that considers caseload equity and staffing.
* Ensure timely and accurate information is sent to providers regarding placement referrals.
* Develop a system to track placement discharges to ensure that a subsequent referral is made timely.
* Triage cases based upon urgency, safety and placement needed.
* Ensure that the team is trained to match children to the least restrictive, most appropriate placement in a shelter, foster home, general residential operation or residential treatment center.
* Establish relationships with providers to conduct quality assurance checks with providers to ensure the placement team operates efficiently.
* Monitor placement availability to make sure all capacity is being utilized.
* Supervise intake and placement staff, provide training, support and feedback to team.
* Develop and implement protocols and best practices for placement referral/intake process so that placements are located timely and without interruption to a child's routine.
* Work closely with DFPS state office placement team to be aware of any policy changes or practice updates.
* Make quick decisions and collaborate with the referral source so that there is clear communication and continuity of care.
* Be familiar with Texas Child Centered care service packages and add-ons.
* Promote a culture that values child and family well-being.
* Meet and exceed contract requirements.
* Collaborate with contracted service providers, community stakeholders and other agencies.
Required Qualifications:
* Bachelor's degree required.
* Seven (7) years professional experience in child welfare required.
* Three (3) years in management/supervisory roles required.
Preferred Qualifications:
* Master's degree preferred. Child welfare or Child Protective Services experience may be substituted for preferred education qualifications.
* Experience managing multiple programs or units.
* Progressive management experience.
Knowledge, Skills, and Abilities:
* Demonstrated experience with placement searches, foster care, CLASS and working with providers.
* Knowledge of federal and state child welfare laws and regulations.
* Experience developing and implementing best practices and procedures in a social service setting.
* Knowledge of Community Based Care and Texas Child Centered Care.
* Preferred knowledge of Department of Family and Protective Services.
* Demonstrated experience in using data to drive decision making.
* Ability to manage complex projects with multiple stakeholders.
* Experience working in complex, high-risk, and/or high profile situations.
Work Conditions:
* Environment: Hybrid
* Range of Schedule: Mon - Fri, 7:00 am to 8:00 pm
* Travel: Occasional - Uses own vehicle on agency business but does not transport clients. (Must have a valid Texas driver license and current auto insurance)
