Summary

Overview Prepares timely and accurate NYS Department of Health (DOH) and NYS Department of Insurance (DOI) regulatory filings of VNS Health Plans financial reports. Supervises Lead Financial Analyst on all aspects of preparation of cost and operating reports to governmental and third-party regulatory agencies. Evaluates changes in regulatory requirements and modifies reporting processes as necessary. Confirms financial reports to required regulatory formats. Works under general supervision. Coordinates and prepares annual/quarterly Medicaid Managed Long Term Care Operating Reports (MLTC), Medicaid Advantage Plus Operating Reports (MAP) and Special Needs Plan Operating Report (HIV SNP) to DOH and NYS Department of Insurance (DOI). Maintains up-to-date knowledge of financial issues that may affect VNS Health Plans capitation rates; identifies reporting strategies that may limit future financial exposure. Prepares responses to inquiries from DOH and plan senior leadership. Works with Government Affairs, regulators and third parties to anticipate and/or project the impact of new legislation and regulation on financial reporting. Coordinates financial components of DOH and DOI audits and functions as content expert for on-site audits. Provides leadership and ongoing mentoring to new and less experienced staff members. Prepares annual reconciliation between regulatory and certified reports. Builds, implements, monitors and enhances analytic process(es) necessary for timely and accurate regulatory cost reporting across all products. Identifies necessary enhancements/modifications to source data systems and collaborates with owners/stakeholders of such systems to ensure effective implementation. Performs duties inherent in a managerial role. Ensures effective staff training, evaluates staff performance, provides input for the development of the department budget, and hires, promotes, and terminates staff and recommends salary actions as appropriate. Participates in special projects and performs other duties as assigned. Qualifications Education: Bachelor's Degree in Accounting , Finance, Public Health, Healthcare Informatics, Health Administration or other relevant discipline required Master's Degree in Accounting, Finance, or Business Administration or related field preferred Work Experience: Minimum of five years working in a financial project manager or senior financial analyst role required Experience in regulatory reporting including MMCORs, MLR, VBPTR required Experience with Workday Financials preferred. Advanced knowledge of finance and accounting principles required Ability to handle multiple priorities and work well both independently and as part of a cross-functional team required Strong written and verbal communication skills required. Ability to produce financial analyses on deadline required Data manipulation skills with SQL (Snowflake, Dbeaver, SQL Server) preferred Excel proficiency required Experience preparing DOH financial operating reports and/or knowledge of DOH Medicaid Managed Care plan operations preferred Compensation $93,400.00 - $116,800.00 Annual About UsVNS Health is one of the nation's largest nonprofit home and community-based health care organizations.
