Summary

This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (CAO), Human Capital Management Division (HCMD). The senior analyst and advisor is responsible for advising management regarding workforce planning and position management, data analytics projects and program reporting. The position also serves as a HCMD representative managing and coordinating data requests from internal and external sources including Congressional Oversight.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Proven experience with promoting the overall objectives of the agency or organization's workforce, strategic planning and human capital programs. Experience in the use of information technology (IT) applications for the development of HR programs, policies, user friendly informational tools and for analytical organizational data analysis. Demonstrated experience with oral and written communication techniques sufficient to present workforce planning findings, respond to requests, provide technical advice, prepare executive briefings, managerial reports, project papers, policies directives and recommendations. Exceptional experience applying analytical and evaluative skills to assess workforce planning program effectiveness and identify findings, issues, or problems with widespread impact to programs and functions of the agency or organization. Expertise generating, designing or developing new comprehensive, complex, and sensitive projects, studies, programs, procedures, or policies focused toward accomplishing the human capital goals and objectives of the agency or organization.
