Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Develops short and long-term strategies and goals for the administration of maintenance contracts.
- Develops, writes, revises and/or prepares job aides for contract specialists and recordkeepers involved with maintenance contract administration.
- Makes presentations on technical topics at conferences and workshops and monitors statewide performance for compliance.
- Conducts training and schedules training statewide on maintenance contract administration.
- Oversees development, processing of awards, and execution steps of emergency contracts.
- Oversees the administration of maintenance contracts from contract development to completion, including contractor performance, payments, and closeout processes.
- Provides advanced technical and administrative support on issues related to contractor performance.
- May serve as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in business administration, finance, or a related discipline.
Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
- Relevant experience may be substituted for education on a year per year basis . Substitutions for Minimum Qualifications
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
- Experience with maintenance operations and maintenance contract administration and payment processes preferred

Do you have a passion about contract management or program management? TxDOT's Maintenance Division is seeking a contract administrator to support the statewide contracted maintenance program in areas of oversight, to include: review and oversight of routine maintenance contract development, contract award processes, contract administration support, statewide training support, and oversight of vendor payments. The ideal candidate will have significant experience presenting technical content to large audiences, and with maintenance operations and contract administration. This position is available to candidates who reside within the Austin, Abilene, Houston, and Bryan Districts. Candidates who reside within the Austin District will report to the TxDOT Stassney campus at 6230 E. Stassney Lane, Austin TX 78744; candidates who reside in the Houston District will report to the TxDOT office at 7303 Mesa Road, Houston TX 77028; candidates who reside in the Abilene District will report to the TxDOT office at 4250 N.
