Description
The Library Programming Manager serves a leadership and strategic planning role within the Library, Arts, History and CSU Extension Department. They provide the vision, strategy and coordination of all programs across the library. In partnership with Broomfield library programming staff, the Arts & History team, CSU Extension, schools, businesses and other appropriate partners, the Library Programming Manager coordinates all library programming.
The Library Programming Manager serves as a division leader and is committed to creating a thriving and connected community where all belong. They are a key designer, promoter, motivator, and catalyst for the alignment of culture with organizational values within the department.
The Library Programming Manager performs managerial and leadership duties relating to planning, directing, organizing, implementing, and coordinating all programs and materials for programming at multiple LAHE locations.
The Library Programming Manager works in partnership with other employees, departments/divisions, external entities, and the public in delivering effective and innovative services. They provide holistic services to internal and external customers by seeking ways to integrate programs or services provided by other departments, divisions, and external entities.
This position will have shifts that will occasionally fall on nights and weekends and will be eligible for a 80:20 hybrid schedule.
Essential Required Tasks/Examples Of Duties

- Serves as a member of the Library, Arts, History and CSU Extension leadership team responsible for strategic planning and department leadership.
- Develops short and long-range goals including annual goals to advance the City and County’s mission, goals, and objectives. Monitors the progress of projects so the goals may be obtained within the established timeframe.
- Directs the development and implementation of policies and programs of the library programming team.
- Provide staff oversight, including development, supervision, coaching, clear communication, delegation, evaluation and prioritization of work.
- Collaborates with the Arts & History manager and CSU extension director on department wide programming initiatives, policies and practices.
- Collaborates with the Library Operations Manager and Department Business Manager on library wide initiatives, policies and practices.
- Provides day-to-day oversight of all library programming and management of operations at inventHQ.
- Works in partnership with colleagues, other departments and divisions, external agencies and the public to support department goals.
- Serves as liaison to assigned community groups or boards.
- Develops and maintains relationships with local, regional and state libraries and professional organizations, local educators and non-profits to understand and cultivate the division's role in regional informal education initiatives and discussions.
- Prioritize diversity, equity, inclusion and access in all internal and external programs, policies and operations.
- Responsible for planning, developing, and implementing assigned programs and projects of the Library, Arts, History and CSU Extension department and for effectively managing workload to achieve departmental goals. Assures that responsibilities are performed in compliance with federal and state regulations, Broomfield policies and procedures and the Broomfield Municipal Code.
- Supports the Director and Deputy Director to maintain programs, outcomes, performance metrics, and financial integrity through data collection, interpretation, and evaluation. Evaluate and assist with decisions involving financial considerations and cost comparisons.
- Serves as Acting Director when assigned
- Assists with reviewing and setting policy for all budget, financial, accounting, and other support systems for the programming team.
- Researches and analyzes legal requirements impacting library programs. Conduct planning/ideation sessions with appropriate audience in order to gather ideas and information to effect innovative and cost-effective programs. Makes recommendations on changes or improvements.
Budget/Resource Management
- The incumbent prepares the programming team’s annual/revised budget and directs the budget process for the programming team. Ensures that responsibilities are performed within budget and performs cost control activities such as monitoring expenditures to assure sound fiscal control.
- Maintains supervisory responsibility for all facilities and equipment in use by the division; ensures that they are operating effectively and safely. Assesses division needs to determine necessity of capital improvements and equipment acquisition.
- Partnering with Risk Management, performs risk assessment, oversees security, and provides management of resources to keep facilities safe. Research and suggest technology and equipment purchases needed to maintain and expand library programming.
Minimum Qualifications
Education
- Master's Degree in Library Science, Education or STEM or related field from an accredited college or university - required
Experience
- 4 years experience required in facilitating or presenting programs to audiences with a wide-variety of interest, skill level and age ranges. Experience with formal or informal education preferred. Experience with design thinking, web development, basic coding and programming preferred. Demonstrated ability to build relationships with community partners.
- 2 years supervision experience required.
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.

- Work is performed at City/County work locations with the ability to perform some duties remotely in accordance with Broomfield's remote work policy
- Work is generally scheduled Monday through Friday with some weekend and evening hours required.
- Attend meetings as required during evening hours. Some meetings will require in-person attendance.
- Required to lift, carry, push, pull, or otherwise move objects.
- May occasionally be exposed to toxic or caustic chemicals, fumes, or airborne particles.
- Specific vision abilities required by this job include close vision, distance vision, depth perception, ability to adjust focus, color vision, and peripheral vision.
- Requires indoor and outdoor activities.
- Travel by automobile is required to attend meetings.
- This position is eligible to work from home up to 1 day x week with the approval of their supervisor.
