Summary

Established in 1987 and headquartered in Taiwan, TSMC pioneered the pure-play foundry business model with an exclusive focus on manufacturing its customers’ products. In 2023, the company served 528 customers with 11,895 products for high performance computing, smartphones, IoT, automotive, and consumer electronics, and is the world’s largest provider of logic ICs with annual capacity of 16 million 12-inch equivalent wafers. TSMC operates fabs in Taiwan as well as manufacturing subsidiaries in Washington State, Japan and China, and its ESMC subsidiary plans to begin construction on a fab in Germany in 2024. In Arizona, TSMC is building three fabs, with the first starting 4nm production in 2025, the second by 2028, and the third by the end of the decade.


We are seeking a skilled Learning Program Development Manager to join our team and drive the development of innovative learning solutions. The ideal candidate will engage with key stakeholders to define organizational requirements, set learning strategies, and prioritize interventions. This role involves designing and managing complex and diverse learning programs that support the company's sustainable growth and individual development.


Job Responsibilities:


1. Learning Program Design


(1) Collaborate with key stakeholders to clarify organizational requirements and establish learning strategies and priorities for interventions.

(2) Design and oversee the development of complex and diverse learning programs (e.g., leadership, personal effectiveness) to support sustainable company growth and individual development.

(3) Identify and integrate suitable learning methodologies and delivery approaches to ensure learning effectiveness.


2. Learning Program Management


(1) Implement high-quality training and learning activities during the pilot phase, including instructor-led training, e-learning modules, multimedia presentations, and other learning resources.

(2) Lead the management of multiple learning projects simultaneously, ensuring deadlines are met and resources are optimized.

(3) Select and collaborate with external consultants to deliver key learning activities and ad hoc services.


3. Data Analytics and Insights


(1) Design evaluation methods to measure the effectiveness and impact of learning programs.

(2) Translate feedback and data into actionable insights to continuously improve learning initiatives.


Job Qualifications:


1. Bachelor's degree in Psychology, Human Resources, Business, Instructional Design, or a related field; Master's degree preferred.

2. 12+ years of experience in Learning and Development (L&D).

3. Strong understanding of instructional design principles and adult learning theories.

4. Strong analytical skills with the ability to translate data into strategic insights.

5. Excellent communication and interpersonal skills.

6. Experience in managing external partnerships and consultants.

7. Creative and growth mindset with a keen eye for detail and design aesthetics.

8. Fluent in Mandarin & English. Additional language skills, such as Japanese or German, are a plus.
