The New Mexico Department of Health (NMDOH) Learning Management Center's purpose is to enhance individual skills and knowledge by offering training and development opportunities in alignment with the Department's Mission, Vision & Values and identified set of core competencies.

Why does the job exist?

This position is to provide training and development to the employees of Department of Health by facilitating, creating, procuring, conducting and develop in training programs both in person and on-line for Department of Health.

How does it get done?

Collaborate with the Training Governance Council to develop training programs.

Create additional training materials as needed.

Conduct training sessions for staff on approved NMDOH courses and the TRAIN learning management system.

Fulfill other duties as directed by the Learning Management Center Director.

Develop new training modules, job aids, reference documents, and curriculum as requested by management.

Process learner information in coordination with NMDOH.

Participate in inter-agency training projects with the State Personnel Office when possible.

Assist in editing training-related policies.

Schedule regular classes three months in advance to accommodate employees' schedules.

Coordinate with divisional managers to ensure timely provision of classes.

Identify and reserve suitable training venues for onsite or in-person training sessions.

Network with divisional personnel to prioritize new training development.

Identify training gaps and devise effective solutions for HR training issues.

Research and write training materials, incorporating exercises for learner engagement, and following adult learning principles.

Present materials to the Training Governance Council for feedback and revisions.

Review and research available training materials from professional communities for consideration.

Develop training and performance support tools for supervisors, managers, and employees.

Coordinate training activities for NMDOH personnel upon completion.

Create assessment tools to evaluate training needs.

Prepare lesson plans and instructional manuals, ensuring cultural sensitivity.

Develop training and job aids in compliance with NMDOH and SPO policies, as well as federal and state laws.

Revise curriculum and maintain core training manuals for offered courses.

Design and develop training materials, including presentations, handouts, and multimedia content, for both in-person and virtual delivery.

Deliver engaging and interactive training sessions to individuals and groups, utilizing a variety of instructional techniques and technologies.

Adapt training content and delivery methods to meet the needs of different learning styles and audiences.

Provide one-on-one coaching and support to learners as needed to reinforce learning objectives.

Collaborate with subject matter experts and stakeholders to ensure training content is accurate, up-to-date, and aligned with organizational goals.

Ideal Candidate

Bachelor's degree in education, instructional design, communication, or related field.

Proven experience delivering both in-person and virtual training sessions, preferably in a corporate or professional development setting.

Strong presentation and facilitation skills, with the ability to engage and motivate learners of all levels.

Proficiency with virtual training platforms, such as Zoom, Microsoft Teams, or Articulate as well as familiarity with multimedia authoring tools and Learning Management Systems.

Excellent organizational and time management skills, with the ability to prioritize and manage multiple projects simultaneously.

Strong interpersonal skills and the ability to build rapport with diverse audiences.

Experience in instructional design and curriculum development is a plus.

Certifications in training and development, such as Certified Professional in Learning and Performance (CPLP), are desirable but not required.

Minimum Qualification

Bachelor's degree in any field and two (2) years of experience in training, staff development, designing courses, and/or producing instructional aids/materials. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

Office setting with extensive use of personal computer, telephone, copier and other related office equipment that involves sitting, standing, bending, reaching, etc. to include lifting up to 30 pounds.

This position may require travel to deliver in-person training sessions, as well as the flexibility to work from Santa Fe or Albuquerque.
