About ConocoPhillips Malaysia
ConocoPhillips has varying stages of exploration, development and production activities across Malaysia, with working interests in six production sharing contracts (PSC). Four of these PSCs are located in waters off the eastern Malaysian state of Sabah: The Kebabangan Cluster (KBBC) and Ubah Cluster PSCs, which we operate, and two partner operated blocks, Block G and Block J. We also operate another two PSCs: Block WL4-00 and Block SK304 in waters off the eastern Malaysian state of Sarawak.
Basic Purpose / Accountabilities:
Provide Technical Safety governance, assurance and support to KBB asset team to ensure the asset always run safely and efficiently, and to maintain and control an effective system.
Provide the Operations, Project and other teams in KBB Asset with practical HSE support to achieve the company’s HSE objectives of an incident-free workplace, no Process Safety incidents, due protection of the environment and a healthy work force.
Primary Functions/Responsibilities:
- Develop and drive the continuous implementation and enhancement of KBB Asset HSEMS, procedures, practices and processes (in support of the Company’s business objectives, in accordance with the HSE Policies of PETRONAS MPM, Stakeholders and International HSSE Standards and in line with the Company’s business growth and activities) to ensure a consistent, Company-wide approach and that proper HSSE strategies, HSEMS, policies, standards, and tools are in place and functioning throughout the Company and to provide assurance to Shareholders and KBB Asset SMT for the Company HSE management and performance.
- Review the respective division contributions towards maintaining the integrity of the facilities, platforms and equipment; including control measures, techniques and methodologies (such as HAZOPS, QRA, EIA, HRA, etc.) as well as direct the revision of project engineering designs and operating philosophy to ensure that appropriate hazards and effects reduction, containment and response features are incorporated.
- Organize to facilitate HAZOP, SIL, PHSER, HAZID, and other relevant HSE workshops during various phase of developments.
- Quantitative and Qualitative Risk Screenings and Assessments
- Well conversant with local regulatory requirements include Petronas, DOSH and other relevant bodies.
- Review and comment related technical safety procedural & policy documentation for Site Inspection, establishment of an audit criteria and alignment of technical safety requirements of the regulatory authority, e.g. Petronas.
- Maintain good communication with corporate support Group e.g. HSE Corporate, Corporate Global Technical Function (GTF) to ensure consistent approach and alignment with Corporate Standards.
- Engage with risk owners within the organization and partners to arrive at sound risk management decisions regarding process safety concerns at site.
- Applying COP and Industry Safety design standard and operational safety in area of concerns such as managing reaction hazards, preventive and mitigative safeguards for Major Accident Scenarios.
Requirements:
- Bachelor Degree in Engineering or equivalent
- Minimum 15 years of experience in Technical Safety, Process Safety and Assest Integrity in an E&P organization or related oil & gas industries.
- Demonstrated competency and experience in Hazard identification, risk analysis and assessment methodo;ogies ( e.g. hazard Idenfication (HAZID), Inherent SHE Review, PHAs)
- Knowledgeable in industry codes, standards and practices relevent to process design and safety ( e.g. ASME, API, NFPA, ANSI etc) and industry best practices.
HSE Roles:
- Comply with HSE policies, Life Saving Rules, procedures, goals, and programs within the MBU HSE Management System.
- Actively engage in and contribute to HSE communication and consultation processes.
- Actively participate in HSE initiatives and programs that include but are not limited to, Safety Observations and HSE Trainings.
- Support company environment and sustainability development (E&SD) initiatives.
