Your Specific Responsibilities

This Laboratory position is established to serve as lead lab technician at the Refugee Health Assessment Program. The incumbent is responsible for all daily activities in the lab including coordinating workload for laboratory personnel, maintaining Quality Control and Quality Assurance, ensuring that CLIA and State laboratory standards, rules, regulations and laboratory policies are followed, and using independent judgment in a variety of complex laboratory related activities. The position reports directly to the Laboratory Services Program Manager.

Performs and coordinates daily lab activities pertaining to Refugee Health Assessment Program, including planning and directing staff work, duties and assignments, schedule, workload. Provides overall quality assurance, identifies problems, continuously reviews processes and develop action plans to improve laboratory services, ensuring that CLIA and State laboratory standards, rules and regulations, FDOH-MD laboratory policies and CDC recommendations are followed. Runs pending reports and Error Messaging reports daily, investigates and resolves all cases where results are not reported. Works closely on these issues with Lab Program Services Manager. Reports QA activities monthly to Lab Program Services Manager, maintains all QA logs and forms. Keeps the inventory of lab always supplies and maintains a four to six weeks’ supply. Assist with new employee on-job training upon the request of the Lab Services Program Manager in the area of phlebotomy, lab testing, quality control and record keeping

As a lead laboratory technician performs and coordinate quality controls related duties accurately daily. Reviews and signs QC logs ensuring proper performance, and that all equipment is working as per manufacturers’ instructions and is maintained to meet CLIA rules and regulations; arranges an outside service, if required. Maintains a daily temperature log for incubators, refrigerators, and freezer. Performs and oversees the proper performance by staff of in-house CLIA waived tests such as pregnancy tests, urine dipstick, hemoglobin, glucose. Ensures proper and accurate blood, urine and stool specimens’ collection, ordering, preparation and count for sends-out to Quest and BPHL-Miami Laboratory. Does electronic orders, inputs test results and runs reports using HMS system. Reviews and brings to providers’ and Lab Program Services Manager’s attention all unsatisfactory, abnormal or suspicious laboratory results.

Draws blood by venipuncture or from capillaries by dermal puncture, such as heel or finger stick methods. Disposes of blood or other biohazard fluids or tissue, contaminated sharps in accordance with applicable OSHA standards, FDOH-MD SOPs and policies. Matches laboratory requisition forms to specimen tubes. Handles the separation of specimens into its component fractions for subsequent laboratory testing, handles and stores specimens as per specific temperature requirements. Prepares specimens for send-out to the Bureau of Public Health Laboratories and to Quest/LabCorp for diagnostic testing. Prepares manifests/shipping logs and ensures they match the type and number of specimens.

Assists Health Assessment providers with health assessment by interviewing clients and obtaining vital information including medical history, inputs provided services in the Healthcare Management System. Performs eye and hearing test; measure patients vital signs, weight, height, and calculates the corresponding Body Mass Index. Interprets oversees immunizations records; assesses immunization and physical status. Input immunization information in the immunization registry database and files immunization records. Interviews clients and completes Tuberculosis forms and referrals, implants and reads Mantoux test. Interviews clients and completes HIV assessment forms as needed. Assures proper procedures are followed for stool collection. Place electronic orders and match them with stool containers labels, maintains logs and transmission manifests for stool specimens daily. Provides general health education. Assists Health Assessment providers with patient care management and with patients' examination. Prepares patients to be examined by Health Assessment providers. Responsible for assuring the medical history and overseas medical exam report (Flight Manifest) are completed and placed in client's records. Ensures that medical records documentation and laboratory reports are complete and prepared accurately for the billing package to go to Billing Department.

Collects data related to the return appointment area, assure that positive/negative lab results are reviewed and the

client is given return/follow up appointment visit and referrals as needed. Assist with translation Creole/English and/or Spanish/English for the Haitian and/or Spanish speaking Clients when needed by staff.

Attends general, lab program staff meetings and mandatory trainings to enhance professional growth. Assists with orientation of new staff. Returns mandatory laboratory written assignments. Follows all security guidelines when using a computer for email, internet, and all other programs pertaining to Lab Services. Performs other duties as necessary and as they relate to the program to achieve the best outcome possible for clients and program.

  • Knowledge of the procedures, equipment and materials used in laboratory testing and analysis.
  • Knowledge of basic arithmetic.
  • Skill in the use of laboratory equipment and materials.
  • Ability to collect, record and analyze laboratory data.
  • Ability to understand and follow technical instructions relating to laboratory testing and analysis.
  • Ability to work independently.
  • Ability to perform laboratory tests and analysis.
  • Collection of blood by venipuncture and fingerstick.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others. Ability to plan, organize and coordinate work assignments.
  • Thorough knowledge of Quality Control, Quality Assurance and record keeping.

Minimum –

Phlebotomy Experience Preferred.
