Job Description
Position Overview: Responsible for coordinating and managing the activities of a Construction or Geotechnical materials laboratory, which includes testing materials such as soils, aggregates, concrete, and asphalt. This role ensures that laboratory testing services are conducted safely, consistently with company quality protocols, project requirements, and in a timely manner. Additionally, it involves overseeing the training and utilization of laboratory staff, as well as maintaining the cleanliness and functionality of the laboratory and its equipment.
Essential Roles and Responsibilities:
* Policy and Procedure Management: Develop and implement supplemental operating policies and procedures unique to the laboratory to ensure orderly and efficient testing services consistent with quality protocols.
* Proposal and Quotation Preparation: Collaborate with Office Management to prepare proposals and quotations for laboratory testing services, ensuring proper scoping, manpower availability, and appropriate pricing for profitability.
* Personnel Training and Safety: Ensure laboratory personnel are properly trained, supervised, and equipped with necessary tools and equipment to maintain personal safety in the office and laboratory.
* Laboratory Supervision: Directly supervise or monitor laboratory activities to ensure timely execution of work in accordance with client and project requirements, and company policies, procedures, and standards.
* Quality Assurance: Ensure laboratory processes and personnel adhere to the company Quality program and the Construction Materials Quality Management System (QMS).
* Employee Development: Evaluate the performance of laboratory employees and assist in their professional development and growth, consistent with company policies and procedures.
* Facility and Equipment Utilization: Supervise the efficient use of laboratory facilities and equipment, and request additional resources as needed to meet client demands.
* Equipment Maintenance: Oversee calibration and maintenance of laboratory equipment.
* Laboratory Organization: Ensure the proper organization and appearance of the laboratory area, maintaining cleanliness and orderliness.
* Business Development: Assist the Materials and/or Geotechnical Department Manager in directing short-range business development activities to ensure adequate fees to support staffing levels.
* Administrative Supervision: Directly supervise the administrative systems of the laboratory to ensure proper preparation and reporting of reports, proposals, and client information.
* Policy Compliance: Ensure laboratory personnel follow company administrative policies, including time sheets, expense reports, and purchase order requirements.
* Recruitment and Training: Plan, recruit, select, and provide training for department personnel with assistance from the Materials and/or Geotechnical Department Manager.
* Annual Business Planning: Assist in the preparation of the annual department business plan.
* Laboratory Testing: Perform construction and geotechnical-related laboratory testing as required based on workload and staffing.
* Risk Management: Develop an understanding of project-related risks and be familiar with company risk policies to protect the company.
* Safety Leadership: Lead safety efforts for the team, ensuring adherence to safety rules and guidelines, and promoting pre-task planning for all projects.
* Quality Monitoring: Promote continuous quality monitoring and improvement on projects, engaging APRs at project onset.

Additional Skills & Qualifications:
Requirements:
* Bachelor's degree in engineering technology or related field and 5 years' experience performing laboratory tests on construction and geotechnical materials. Alternatively, a minimum of 9 years' related experience in lieu of a degree.
* Certification by qualified national, regional, or state authorities (ACI, NICET, DOT) or in-house certification in areas such as concrete, aggregates, soil and rock, or road and paving materials.
* Valid driver's license with an acceptable violation history.

Pay and Benefits
The pay range for this position is $14.00 - $20.00/hr.
