Terms of Reference (ToR) for JAVA Full Stack Developer Location: Delhi Reports to: Team Lead, SOCH Position Overview: YRGCARE, Chennai, is the sub-recipient of the 2024-27 GFATM grant cycle under NACO for strengthening the integrated AIDS response through IT-enabled systems for the years 2024-27. Through this initiative, YRGCARE aims to stabilize and augment the existing MIS systems (SOCH) to improve person-centric service delivery and enhance strategic information and thus help optimizing NACO and NACP V processes. YRGCARE & National AIDS Control Organisation (NACO) under the Ministry of Health and Family Welfare (MoHFW) is seeking a highly qualified and experienced National Consultant with a background in IT to support the Ministry's Digital Health initiatives. The Consultant should have extensive experience working with government bodies, public sector undertakings (PSUs), non-governmental organizations (NGOs), and multilateral funding agencies. Objectives The primary objective of this consultancy is to provide technical assistance and support to the Digital Health initiatives of the Ministry. The Consultant will work closely with relevant stakeholders to ensure successful implementation and management of IT projects. The ideal candidate should have experience in developing and maintaining web applications using Java technologies, including Spring Boot, Hibernate, and Angular, and working with databases, preferably PostgreSQL. Scope of Work The Consultant will perform the following duties: · Develop and maintain web applications using Java technologies, including Spring Boot, Hibernate, and Angular. · Work with databases, preferably PostgreSQL. · Write efficient and maintainable code. · Debug and troubleshoot issues in the code. · Collaborate with cross-functional teams to deliver high-quality software. Qualifications and Experience The Consultant should possess the following qualifications and experience: · Bachelor's degree in IT/Computer Science/Electronics or a related field. · At least 3 years of experience in developing web applications using Java technologies. · Experience in working with government bodies, PSUs, NGOs, and multilateral funding agencies. · Strong technical skills in health information systems, electronic health records, and telemedicine programs. · Experience in the development and implementation of mobile health applications and other digital health tools. · Strong communication and interpersonal skills. · Excellent writing and presentation skills. · Fluency in English. Duration of Assignment The duration of the consultancy will be 1 year, with the possibility of extension based on the Consultant's performance. Reporting and Supervision The Consultant will report to the IT Operation Head (SOCH) or HoD-IT/NC-IT of NACO, MoHFW. The Consultant will work closely with other relevant stakeholders, including government bodies, PSUs, NGOs, and multilateral funding agencies. Deliverables The Consultant will be responsible for the following deliverables: · Monthly progress reports on development activities. · Technical reports on health information systems, electronic health records, telemedicine programs, and other digital health tools. · Training materials and presentations on Digital Health. · Documentation of lessons learned and best practices in Digital Health. · Any other deliverables as required by the MoHFW.. Intellectual Property All intellectual property rights arising from the work of the Consultant under this contract will be vested with NACO. Confidentiality The Consultant will be required to maintain strict confidentiality and not disclose any information obtained during the course of the consultancy to any third party without the prior written consent of NACO. Amendments This ToR may be amended upon mutual agreement between NACO and the Consultant.
