The mission of the SC Commission for the Blind (SCCB), established in 1966, is to provide quality individualized vocational rehabilitation services, independent living services and prevention-of-blindness services to South Carolinians who are blind and visually impaired leading to competitive employment and social and economic independence. The IT Business Analyst III will serve as a liaison between program staff and IT, providing essential support for the system life cycle management, user assistance, data analysis, and documentation of the AWARE Case Management System (CMS) and other key applications. This role ensures that system configurations and processes meet agency requirements and end-user needs.
The responsibilities of the IT Business Analyst III include:
* Providing day-to-day customer support to Aware (CMS) users.
* Escalates unresolved issues and working with vendors, programmers, and other technical staff to resolve issues.
* Documenting and tracking issues in designated helpdesk solutions.
* Assisting with managing the system life cycle for AWARE (CMS) and other key applications, including participating in system analysis, design, testing, implementation, maintenance, and support. Ensure systems are fully operational and aligned with agency goals.
* Developing data reports and dashboards using tools like MS-Power BI, Tableau, and SQL to support decision-making.
* Analyzing data trends and providing actionable insights to improve program outcomes and operational efficiency.
* Create, review, and maintain policies, procedures, and user documentation for system-related processes.
* Ensuring that documentation is accurate, up-to-date, and accessible to users, supporting compliance with agency standards.
* Analyzing existing operational processes and system configurations, identifying inefficiencies and recommending solutions for process improvements.
* Implementing changes that streamline operations and enhance system functionality.
* Serve as a backup trainer for user applications, particularly AWARE (CMS).
* Develop and deliver training sessions to ensure users are proficient in system functionality and best practices.
* Other duties as may be required for the delivery of services.
Infrequent overnight travel may be required for training or meetings, with accommodations available as needed.
Minimum and Additional Requirements
A bachelor's degree in computer science or a related area and experience in computer system development and modification. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
Preferred Qualifications
Knowledge of system life cycle management, business process analysis, and data analytics tools like MS-Power BI, Tableau, and SQL to support decision-making and process improvement. The ability to create and maintain documentation, policies, and user manuals, as well as delivering user training on system functionalities. Strong communication and analytical skills are essential for translating technical information for non-technical staff and resolving system-related issues. Ability to communicate effectively, both orally and in writing. Ability to work effectively with users, vendors, and other internal and external customers.
The incumbent operates under limited supervision, with general guidelines provided through agency policies and system requirements and is expected to exercise a high level of independence and discretion in analyzing processes, resolving system issues, and supporting both IT and program staff. While oversight is available, the incumbent is largely autonomous in making decisions related to system configurations, data analysis, and process improvements, ensuring that all actions align with agency objectives and user needs. The position operates in an office environment with standard office equipment and involves prolonged sitting and computer use. Occasional light lifting (up to 10 pounds) may be required, and reasonable accommodations can be made for individuals with disabilities.
