The Veterans Affairs business unit helps transform the VA into a modern digital services organization where Veteran outcomes are at the center of every effort. We partner with the VA to design and deliver seamless user experiences for Veterans, their families and caregivers, and VA employees. By applying better practices in service design, product management, and technology, we enable the VA to increase the use, quality, and reliability of services and decrease the time Veterans spend waiting for outcomes.

Primary Responsibilities

As a Project Manager, you will be responsible for supporting program leadership in shaping the technical direction of the program and managing customer relationships. A Project Manager is a people manager, and mentor that effectively manages team members in support of delivery success. You will be developing your project management skills, the ability to successfully lead through direct reports, and effectively communicate and execute against program and organizational objectives. A Project Manager must exhibit strong communication skills, with the ability to coordinate among teams to support program leadership in their ability to meet revenue goals, while ensuring contractual compliance.

Primary Expectations Of a Project Manager Include

  • Expertise in Evaluating Customer Requirements via Intake Process: Meeting facilitation expertise toward developing consensus and prioritization for the scope of intake requests to support the development of Execution Plans covering requirements gathering, solution development, and production implementation/release.
  • Experience in Assessing of Intake Requests: Proven ability to evaluate intake requests in terms of their intended outcomes and liaise with VA stakeholders to ensure those outcomes are reflected in Execution Planning.
  • Strong Background in Developing Intake Request Execution Plans: Demonstrated ability to develop impact assessments and coordinate across key management/technical leads to develop robust cost analysis, design considerations, testing, security, development requirements and implementation timelines for accurate Execution Plans.
  • Project Schedule Development Experience: Proven experience developing fully resource loaded project schedules that support achievable Execution Plans.

Specialized Skills

  • Strong experience in stakeholder engagement, intake facilitation, and execution planning across all Systems Development Lifecycle (SDLC) phases.
  • Expertise in developing resource-loaded schedules and cost estimation models.
  • Familiarity with Agile and DevSecOps delivery methodologies and related tools (e.g., Jira, Confluence, MS Project).
  • Experience coordinating across technical and non-technical teams.
  • Excellent written and verbal communication skills.
  • Bachelor’s degree in Business, Information Technology, or a related field.
  • PMP certification; SAFe or equivalent agile certifications desirable
  • Prior experience supporting VA or other federal IT programs.
  • Understanding of VA governance structures, OIT processes, and technical documentation standards.

Basic Qualifications

  • 10 years experience; 8 years must be project management or business analysis experience, preferably within federal IT programs.
  • Educational Requirements: Bachelor’s degree in Business, Information Technology, or a related field.

Preferred Qualifications

  • Prior government or government contracting experience is strongly preferred
  • Experience with project management software tools preferred
  • Experience with Agile project management methodology preferred
  • Project Management Professional (PMP) and/or ITIL certification preferred
  • Agile certification preferred (PMI-Agile Certified Practitioner (PMI-ACP), AgilePM Foundation, ICAgile Certified Professional (ICP), Certified Scrum Master, SAFe Agilist, etc.)

Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
