Role: Technical Program Manager

Location: San Jose, CA (hybrid)

W2 Contract - no relocation

Day-to-day

• Organize and lead planning activities resulting in the creation of a release/program roadmap. Ensure all teams align with enterprise planning expectations.
• Define launch strategy for new product capabilities including geographic scope and rollouts, detailed timing, ramp and analytics plan.
• Proactively manage across stakeholder groups to establish interdependencies, identify risks and resource constraints, and eliminate significant roadblocks in a timely fashion.
• Exercise smart decision-making and effectively collaborate with other leaders and stakeholders to address key issues and roadblocks aggressively and in a timely fashion.
• Ensure measurable KPIs are developed for the program, and that they align to the overall KPIs for the product.
• Create and manage clear Gating Criteria with business partners for Go/No-go decisions.
• Ensure regular, active communication with adjacent programs and external stakeholders, including international regions.
• Identify program impediments and addresses including proper escalation to individuals/groups as needed.
• Lead program retrospectives and commitment to improvement on a regular cadence
• Advocate and manage program implementation according to PayPal’s product lifecycle management.
• Lead effective project/program governance and stakeholder management, ensuring adequate understanding of timelines, resource needs, risks, contentions, and dependencies.
• Assess the current methodology, identify/rationalize gaps vs. best practices, and continuously improve the process to support our aggressive deployment schedule.

Required skills

• Role will involve understanding business requirements, ability to translate & implement solutions in a scalable and consistent way using applicable tools and processes
• Ability to translate business requirements, work with various levels of business and Engineering stakeholders to create innovative design solutions
• Ability to help drive execution across all phases of projects in connecting engineering with Architecture, Partner & Product teams
• Drive coordinated management of inter-dependent projects in Agile and waterfall environments
• Automate team dashboards, metrics delivery & executive presentation using tools outlined
• Drive operational excellence activities required to ensure a streamlined production process of our data science deliveries
• Manage project/program level communications both between and across Domain & its customers
• Ensure timely delivery of projects & measurable KPIs are documented

Technical Skills

• Experience working in a hybrid delivery environment (Waterfall and Agile)
• Experience managing projects with Jira
• Experience managing budgets, financial acumen, organizational skills, attention to detail.
• Project Online/Server experience - PPM tool Clarizen/Planview - strongly preferred.
• Strong MS Office experience required (Excel, PowerPoint).
• Experience with Vendor relationships, SOWs and proven stakeholder management
• Proven Risk/Issue management experience and experience managing project teams consisting of both offshore / off site resources.
• Experience managing up to three projects simultaneously
• Previous experience managing / controlling project budgets between $500K - $5M Minimum
• Ability to flex and successfully manage projects across any technical Domain – HR Back Office, Infrastructure & Reliability, Data, (may be “home-roomed” in one Domain but flex to other areas as needed)
