What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The hiring range for this position is $135,000 - $170,000/year. We also offer generous benefits for full-time employees which include but are not limited to:

Location
In this position you can expect to work five (5) days in office at or near the Webb Municipal Building (201 W. Colfax Ave., Denver, CO 80202). Some hybrid flexibility could become available after the completion of probation, depending on business needs.

DOTI's Special Projects and Initiatives Division is helping shape the future of Denver by leading successful delivery of regionally significant investments in vertical and horizontal infrastructure. Some key work overseen by the special Projects team includes but is not limited to: the Colorado Convention Center Expansion, 16th Street Mall Reconstruction, East Colfax Avenue Bus Rapid Transit Project, and the Waterway Resiliency Program.
The DOTI Special Projects and Delivery Team is looking for an Infrastructure Program Manager to join our team! We are seeking a skilled and dynamic professional to oversee and manage the timely completion of capital projects, including but not limited to Colorado Convention Center upgrades and the Restore Alameda Project. Broadly, this role will oversee capital projects, ensuring timely delivery - in alignment with DOTI program goals - while managing resources, budgets, schedules, and stakeholder relationships.
Specifically, as the Infrastructure Program Manager, you will:
* Support or lead program and project management work on large, complex, multi-disciplinary, alternative/collaborative delivery capital projects. Work may include, but is not limited to: coordinating work across matrixed teams, consulting with city departments, elected officials, other municipalities, business organizations, and other internal/external stakeholders to inform project plans and goals; collaborate in the formulation of objectives and scopes of work; develop work plans; manage risk; ensure outputs are in alignment with requirements and stakeholder expectations; help resolve challenges and maximize opportunities by identifying strategies and collaborative approaches to deliver on objectives.
* Support or lead procurements and the development of pre-bid materials defining scope, schedule, budget and related information necessary for request for qualifications and request for proposals; establish selection boards and prepare timely responses to questions concerning the project and contracts, review submittals, and prepare recommendations.
* Lead strategic thinking on a broad range of project and program management issues, guiding project/program decisions, refining business processes and procedures.
* Communicate plans to teams, monitor and control work and refine plans, and ensure teams understand and are focused on the work and achieving performance standards.
* Champion continuous improvement including devising new strategies and opportunities; foster an atmosphere of innovation in order to challenge the Division to think creatively, especially as it relates to positive citizen and customer experience opportunities and project/program outputs.
* Represent the work area(s)/division in meetings with elected and/or appointed officials and other city entities. Serve as a city representative on various committees. Foster collaborative relationships that benefit the organization. Provide expertise and consultative guidance to internal and external stakeholders which may include elected and appointed officials, citizens, and members of the business community.

Our ideal candidate has some or all the following experience, skills, and characteristics:
* Knowledge of the principles, methods, and tools for planning, initiating, executing, monitoring/controlling and closing of projects/program initiatives, and understanding of how projects progress from planning, development, implementation and closeout.
* Collaborative/alternative project delivery experience.
* Planning and preconstruction experience, including a solid understanding of cost estimating, scheduling, and experience leading development of construction contracts; experience managing multiple professional services and construction contracts.
* Experience with mechanical, electrical, plumbing, life safety and low voltage systems.
* Proven success in leading through matrix management across a large, complex organization.
* Ability to clearly and effectively communicate with diverse audiences, including high-level executives, elected officials, community members, industry partners, and other stakeholders using dashboards, data, and graphics to tell our story.
Required Minimum Qualifications
* Education Requirement: Bachelor's Degree in Engineering, Architecture, Planning, Construction Management, Project Management, or a directly related field.
* Experience Requirement: Five (5) years professional project management experience in infrastructure & capital projects including coordinating, administering, and monitoring projects which must include two (2) years of program management.
* Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications. Additional appropriate education may be substituted for the minimum experience requirements.
* Licenses/Certifications: This job requires driving. Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
