Summary

We are seeking a seasoned IT Project Manager 3 to oversee the planning and delivery of large, complex technology projects for a Texas state agency. This role requires strong leadership, expert-level project management, and the ability to analyze and improve business processes across multiple stakeholder groups.


This is a 100% on-site role in Austin, TX.


Primary Responsibilities:

  • Lead complex technology projects from initiation through completion in a structured development environment.
  • Coordinate, assign, and evaluate work in a matrixed team structure, including internal staff and third-party contractors.
  • Develop and manage project budgets, timelines, work plans, and resource allocation.
  • Establish deliverable content expectations, review processes, and ensure quality standards are met.
  • Facilitate business analysis efforts including business process mapping, reengineering, and requirement gathering.
  • Evaluate contractor and vendor performance to ensure alignment with goals and expectations.
  • Communicate project status, risks, and updates to stakeholders and executive leadership.
  • Write, review, and manage solicitation documents including RFOs, RFIs, and SOWs.
  • Collaborate with the Data Center Services (DCS) on cloud-based solutions.


Minimum Qualifications:

Years/Requirement


8+ Full-time experience managing large, complex IT projects across all SDLC phases.

8+Experience with structured development processes, scope management, estimation, risk management, and corrective action.

8+Strong analytical skills and decision-making ability in project leadership roles.

8+Experience facilitating business process mapping and recommending IT solutions.

8+Experience documenting detailed functional and technical requirements.

8+Prior experience in a Texas state agency as a project manager.

5+Experience creating procurement documentation (RFI, RFO, SOW).

5+Experience gathering requirements across dispersed teams or departments.

5+Experience with implementation projects.

5+Familiarity with the Texas Project Delivery Framework.

1+(Preferred) Experience with Salesforce.
